Discrepancies found in BSF's aircraft deal - Hindustan Times

In a setback to the Border Security Force's plans to acquire transport aircraft, certain alleged discrepancies have come to light in some technical specification papers forcing the home ministry and Indian Air Force to order an enquiry. While the force is tight-lipped about the entire development,
official sources said the matter is being looked into.

IAF sources said an enquiry was instituted into the matter in the last week of December. The home ministry has also ordered an enquiry after it was found that BSF documents were possibly tampered with, the sources said.

They said the discrepancies came to light recently during negotiations with an international firm, which had shown interest in the multi-million dollar deal.

The sources said during the negotiations, which were in final stages, it was noticed that certain changes in technical specifications including radar systems were made. Those papers carried signatures of Air Force officials.

They said the inquiry will look into whether the signatures were forged or someone had signed off without taking the entire technical committee into confidence.

The government had in 2009 approved the expansion plans of the Air Wing of the BSF.

Under the plan, the BSF was to induct eight helicopters and three aircraft for patrolling the borders and to transport men and material in case of emergency.
 
Sudhir, I saw an NDTV report on this some days ago, but they also didn't say which aircraft it was. The only aircraft for BSF I heared of, was the C27J, do you have any other infos on this?
 
Fresh plane tender after forgery

An alleged forgery at the Indian Air Force (IAF) headquarters will lead to re-tendering for transport planes meant for the Border Security Force (BSF).Two C-295 medium transport planes, manufactured by Airbus Military, were to be bought by the BSF for $300 million.

Last month, however, the BSF smelt something fishy in the technical documents.

The documents, bearing the signatures of BSF officers, were in possession of an IAF committee looking into aircraft deals.

Signatures of senior BSF officers were found to be forged when the documents were sent to the border force’s headquarters here for examination.

The forged documents downscaled training and safety equipment and maintenance contracts. Had the rigged deal gone through, the government would have got outdated equipment despite paying the price meant for modern equipment.

Reports from the BSF grapevine soon reached the home ministry, which alerted the IAF. Government sources said the IAF had ordered a court of inquiry.

“There has to be re-tendering since there was forgery,” a government official said.

The need for medium transport aircraft was felt when the Centre decided to go all out against the Maoists in central India. The two aircraft, specifically meant for tactical and logistical support, would have fulfilled that need.

The home ministry and the IAF were working together to procure the planes for the BSF the only paramilitary force with an air wing.
