That's what the DHA business is for. Offer a plot here, or a house there to keep Generals in line. If these Generals had any love for Pakistan, there would have been a coup long ago against the Generals on top.

It looks scary, but whats the alterntive, realistically? Although saying that, coup is very unlikely, a civil war is more likely in Pakistan.
