Lowering interest rates and then raising interest rates is a complete dollar cycle. Because of debt and the stock market, the United States is afraid to raise interest rates. The US dollar is now a one-way ticket.
 
Looking at external debt itself is meaningless. A country's external debt will increase if foreigners move their funds into the country. That's why financial centers like SG and HK have large gross external debt.


You have to look at the other side of the balance sheet, external assets, to derive the net international investment position (NIIP) of the country.
