The greatest hacks are by states who have the companies that manufacture the software/hardware of the country hacked, and they know its backdoors.
i.e.: USA and China are the biggest and better state-hackers. Because the main companies that manufacture main soft/hardware are from USA and China.
What software/hardware is manufactured is Russia/Ukraine? None, so it's irrelevant.
