Cleaning fish in train toilet

I can't get my head round this. If he had absolutely no choice but to prepare the fish on the train, WHY DELIBERATELY MOVE TO THE TOILET TO DO SO?

Surely, surely, surely, the carriage, any compartment,even the damn roof would be cleaner?

I'm trying my best to be devil's advocate here. But why not clean the fish in the carriage and simply discard the waste when done?

Wtf is this seriously??

Some dalit restrictions maybe??

Being filthy is in their religious philosophy.
Look at their holy men, their holy rivers, their holy cities, they are all filthy and disgusting.
It's not hard to go from that philosophy to "cleaning" in toilet water.
 
Tez-Gaam train inferno was a lesson for Pakistanis and Indians alike about the dangers of fire hazard while cooking onboard trains but the citizens of soft states still do as they please.

So fish is a must-have. They couldn't have survived the journey on lentils or something?
