Communist parties have held power in Kerala and West Bengal for decades. They are perfectly legitimate and are voted into power.

If you're following the notion that history repeats itself, then you're flawed in your thinking since no "great revolution" ever happened in India esp a communist one for that matter.....But yes in the case of China Im sure it very well may be possible.....
The history of the Indian subcontinent that very well can repeat itself is that not so long ago, we contributed 1/3rd of the world GDP.....something that we are working to achieve....
Regarding the highlighted statement.....It was China that upgraded its mission...which wasnt prompted by India....
So its China that feels the need to have more important dignitaries in its diplomacy with India.....and Im not surprised that NK has the same since the NK politicians and situation are tricky that require seasoned diplomats...
