A corrupted judge is worse than a corrupted government official IMO because of the injustices she can mete out in criminal procedures. I don't believe she can expropriate so much money without getting red-flagged earlier and without any accomplices, so I wouldn't be surprised if there are more corrupted officials in Hainan.
