That's the whole point of the Chinese government as to why they require companys to build cars there to get around the import tariffs.

Tesla in Berlin also needs to import batteries because their battery factory is not up and running yet.
Tesla in the US mostly uses batteries from Japanese/Korean battery makers.
If they were imported from China the prices would zoom up by $6,500 because it isn't local.
