I learn it in the school decades ago.

Road makes isolated region connected with global market. As inland resource can enter global market to bring money to the local people, as well as they can get access to any kind of goods, thanks to cheaper and efficient transportation. Then followed by electricity, telecommunication, etc.

Improved people living condition greatly.

It works only for developing countries with poor connectivity. Like all other investments, there's a diminishing rate of return.

Look at Japan which tried to build themselves out of recession. Houses with average lifespan of 30 years, roads to nowhere, trains connecting to small towns etc. But despite all these investments their economic growth is still anemic, and their government is heavily in debt. These investments aren't making good returns and overall it's dragging the economy because capital isn't employed efficiently across the economy.
