Not in laser. My school, Huazhong University of Science and Technology is one of the leading universities in lasers and photonics in the world. Even today, the country that produces the most and best computer controlled laser welders is China, most of these being small no name companies using their own technology. My city is also host to Photonics Valley (武汉光&#35895, because it has a photonics industry on the scale of Silicon Valley in the US.

Peishens is the same guy who said that a major event (J-20) will occur in December of 2010. He is not the only guy making claims about the laser either. I think we'll be able to see the new laser equipped destroyer by June or July.
