That's because Chinese economic reforms were very minor to start with, and confined to very small regions of the country. Which were called "Special Economic Zones".

Even the Indian reforms were very minor and i'll have to admit they still are. In certain sectors where China welcomes FDI we still dont have the mechanism to get FDI. There are huge bottle neck acts, the main example being an 1894 land acquistion act which delays land acquistion for infrastructure. It is only now that the Indian goverment has started taking some steps into this. Being a democracy has certain disadvantages too. Despite this only last year we managed to outpace China in gdp growth (currency valued assets). So, i beleive we are on the right track and having a huge young population base will help us clock growth in future.
