China will launch a national unified electronic toll collection (ETC) system in the next year to solve freeway congestion, save logistics cost and cut emission.

The national ETC network will be primarily completed by the end of 2015 based on a regional system that will cover 14 provinces by this year end, said Xu Chengguang, spokesman of the Ministry of Transport (MOT), noting it will top the world in terms of the total length of express highway.

The ministry expects no less than 25 percent of passenger cars will be equipped with transponders and all the toll station along major expressways will be covered with the system by that time.

China currently has 260 million vehicles, but only 13 million users pay toll fees via ETC system, data showed.

The system is expected to solve China's prevalent traffic congestion in front of toll gates, especially during long holidays, where Chinese passengers used to skip rope in the highways-turned-parking lots to kill the seemingly endless waiting time.

"An ETC lane equals to five other lanes where tolls are collected manually as transit time is cut to three seconds from 14 seconds," Wang Gang, director of the ETC center under the MOT, said, "It can ease traffic jam substantially."

In addition, Wang said logistics cost will decline, estimating 87 percent of expenditures on toll station and 20 percent of service cost will be saved thanks to the system.

Around 20 percent of fuel will be saved and carbon dioxide emission will be cut by 50 percent compared with the traditional toll collection method, He added.
 
Toll system is inefficient and causes traffic congestion. Cannot they just recover highway construction costs via gas tax? I thought gas tax in China is already very high. Regional protectionism?

I think there are quite a lot of areas in which China needs to improve regulatory efficiency, like virtual office, virtual government regulations, etc. I am getting really lazy now, cannot imagine I have to drive around to just renew my licenses or get an ID. lol.

I have one ETC installed on my car
It can reduce 15 minutes of a 2 hour driving with 5 toll gates..
When other is lining to pay, ETC lane is usually empty..

Singapore fully automated and wireless road toll system. Just pass the gate and $ will be deducted from the cashcard in your car. There is no jam.

Unfortunately, the government having such as smart system often increase the prices of toll at their whim and the citizen can only watch and pay.

We only have the charging system in high way..
While in Singapore it is installed in downtown...
What if your car don`t have such a cashcard?

Singapore fully automated and wireless road toll system. Just pass the gate and $ will be deducted from the cashcard in your car. There is no jam.

You will receive a fine if cashcard is not inserted.

The tariff is adjusted every now and then. If downtown traffic is too heavy, then the tariff will go up to prevent congestion in CBD.

Lux, this is much closer to Malaysian Smart Tag then Singapore ERP. ERP is zero seconds, while Smart Tag is 3 second.

By the way, Mainland Chinese should be careful with the transponder. Cause in Malaysia, people smash glass and steal it cause its expensive.

Basically Singaporean get quite fed up with our ERP. It is a cash cow for our government generating scandalous amount of profit on the expense of middle class. The vehicle just pass several streets and your $ vaporizes,

We will be the first city to have omi-presence surveillance camera that monitor every person movement once you get out of houses.

If you get to meet Singaporeans, many will complain of our government. But foreigners who come here commented that we have the best government in the whole world.

One reason could be that the Singaporean peasants subconsciously aware that they are made to sacrifice for the progress of our nation, and in order to force us work harder, our government deliberately put a lot of people into debt.

Also our government know young people hate them. They bring in foreigners. One big piss off about this whole thing is foreigners who score badly in our school continue to enjoy scholarship, while Singaporeans who do better than foreigners got to be laden in debt.

Also our government deliberately put more foreigners in post graduate schools and continue to ask Singaporeans to study less. I guess elites fear a informed citizenry.

Also our government take our land for almost free (the elites continue to hold on to their land), and prosper scandalously by selling it to property developer to accomodate foreigners. That put a lot of us into poverty while elite get rich by flooding us with foreigners jacking the property prices to incredible level.

My grandmoither house taken away by government would worth USD 2.5 millions. Imagine that.

The tax burden is quite unfair as middle class is loaded with very high steath tax burden in the form of junk fee and GST. While the rich got away. Every time the government remove taxation for rich such as inheritance tax or capita gain tax, the poor will be slap with increased stealth tax..

Singapore has one of the most efficient and corruption free government in the world.
Singaporeans just need to live in some other countries and they will understand.
There is no perfect country, the last I checked Shangri-la does not exist.

Well, I guess it feels good to complain for the sake of complaining, to get it off the chest, so to speak!
