I'll get into the first part later, but onto second part. The difference in development level between Japan and China is far bigger than China and Vietnam, should Vietnam and China be compared?

Absolutely not true. Per capita income vs. technological level (total papers and patents published per year) follows a logarithm law. At low income levels, small increases in technology drive large increases in papers and patents, while at higher incomes, the same percent increase in income drives a much lower increase in papers and patents. Of course, this applies for large countries who develop based on industry, not agriculture or small service based economies.

Vietnam produces less scientific papers than tiny Cuba and produces the same number as Kenya, a much smaller nation in both population and economy. The average Vietnamese makes more money than Kenyans, yet produces less science.

When talking about development levels, do we think income, or science (papers, patents)? Is Qatar really more advanced than South Korea?
