You forget that they founded an alliance (Quad) to contain China. That is a openly hostile act. Or do you think that China should succumb to Quad's will and become their "Yes Man"? The thing that trouble China is Quad. If they disband Quad, China will change their mood.

China has never used preemptive diplomacy (military and economy).

China still hasn't fought a major war in decades. China doesn't want trouble but the West and other want trouble with China because it is growing wealthy. If China were poor like India, they would leave China alone.
