all that said, the burden of evidence is clearly on China's side, when it comes to present day crimes comitted in China by the Chinese state. Just like it was for Saddam when he got accused of having a WMD arsenal, just as Iran now has to prove constantly that it does not engage in nuclear weapons research, and so on.
