Well CG ship is pretty useless if it sits at the bottom of the sea as a result of no suppport ! As @Oldman1 claimed it probably is to support Chinese fishing trawlers off the coast of the poor Central American nations.

Their Coast Guard Capability itself, much more than capable to protect far away ocean across the globe. So, why not?
