That's Chinese source. Anyone can make that up in a heart beat.

But let's assume the Chinese gov did do that. What is China to do? Are they going to take back that 30 billion by force? or what? I'm not even sure if 30 billion is even much to China anymore.

China was a member of the Security Council since after WW2. That image you are showing was the vote for who is the legit government of China: Taiwan or the Communist Party. They then hold the seat.
