North Carolina has capital punishment. I don't see why this case doesn't warrant the death penalty.
The victims weren't the only one threaten by this monster. There needs to be changed to the law, when a threat like brandishing a gun is made, a background check is immediately done, and the person is taken in for a psychiatric evaluation.
Also, the law needs to be changed such that tenants in a housing complex with this kind of hostile environment is present; the tenants can break their lease immediately without penalty. Enough tenants leaving a complex, the business owners will put pressure on the police and politicians to not tolerate this kind of behavior.
This story and the New Zealand massacre are the reason why people are legally arming themselves. This is also why racial and religious minorities pull inward, and tend to cluster together.
