'Centre failed to take up issue of Yatra route via Ladakh'

China said on Monday it will continue to allow Indian pilgrims to Kailash Mansarovar through the Lipulekh pass in Uttarakhand, days after it closed the Nathu La route in Sikkim over a face-off between Indian and Chinese troops along the Sino-Indian border.

“The Nathu La route has been running well over two years and the relevant Chinese departments have already made arrangements before the incident took place,” foreign ministry spokesman Geng Shuang told reporters in Beijing.

“Due to illegal entry of Indian troops and out of security concern, we have suspended the activity (through Nathu La). Its resumption depends on whether Indian side will correct its mistake or not.

“Regarding the other pass to Tibet, the entry by Indian pilgrims is still going on and the pass is located in the middle section of China-India boundary where there is no dispute. The pilgrimage is going on,” Geng said.

The Nathu La route is the second one opened by China for the Indian pilgrims to visit Kailash and Mansarovar areas located at an altitude of 15,160 feet in Tibet.

Like the Nathu La route, the yatra is being organised by external affairs ministry since 1981 through Lipulekh pass in the Himalayas connecting the Kumaon region of Uttarakhand with the old trading town of Taklakot in Tibet.

The ministry permits over 1,000 pilgrims a year in 18 batches involving a 22-day arduous journey unlike the Nathu La route which enabled pilgrims to travel 1,500-km-long route from Nathu La to Kailash by buses.

China’s move cancelling the Kailash Mansarovar yatra through Nathu La in Sikkim came as a disappointment to the 800 devotees hoping to visit the high altitude area, believed to be the abode of Lord Shiva.

The pilgrimage to Kailash Mansarovar, considered holy by Hindus, Buddhists and Jains, takes place from June to September every year.

China on Wednesday said it was considering an alternative route for Kailash Mansarovar pilgrims.

The Embassy of China here said Beijing respected the religious practices of India but reiterated that China stopped pilgrimage flow through the Nathu La pass after Indian troops crossed into the Chinese territory and stopped construction works.

“Up to now, the official yatra through Lipulekh pass and non-official yatra through Lhasa and Purang are still on the rails. We are willing to discuss the possibility of alternative arrangements through other routes for Indian official yatris who had planned to visit Kailash and Mansarovar via Nathu La pass,” said a statement issued by Chinese Embassy spokesperson Xie Liyan.

New Projects on priority for developing tourism in NE states: Dr Jitendra Singh

Higher funds allocation recommended for such projects

The Union Minister of State (Independent Charge) of the Ministry of Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr. Jitendra Singh held a meeting with the Union Minister of state for Tourism (I/C) and Electronics and Information Technology Shri K.J. Alphons here today. During the meeting, they discussed proposals for identifying new projects on priority for development of tourism in the North Eastern states. The meeting is part of continuing inter-ministerial discussions for development of North Eastern states.

After the meeting, Dr. Jitendra Singh said that the Ministry of DoNER has recommended to the Finance Ministry for higher fund allocation and special package for such projects in the NE region. The Minister said under the ‘North East Special Infrastructure Scheme (NESIDS), the DoNER Ministry is providing financial assistance for projects of physical infrastructure relating to water supply, power, connectivity for promoting tourism in the region. He said that this will be over and above the existing schemes of the Central and State governments of the NE region. Dr. Jitendra Singh said that under the North Eastern Council (NEC), work is underway for promotion of theme-based regional tourism circuits.

Pointing out some new initiatives under Ministry of DoNER funded works, Dr. Jitendra Singh said that amenities have been created at Nathu La in Sikkim for acclimatisation of pilgrims undertaking Mansarover Yatra through this route. He added that such tourist facilities are being developed at the popular tourist hub Majuli island in Assam. He said, improved connectivity has already seen growth in tourism in the NE region, which has immense potential to generate employment.

The Tourism Minister Shri Alphons said, development of tourism and identifying new tourist hubs in the NE region is a priority for his ministry and added that funds will be made available for this task. He said that North East region has great locations which could be ideal as film shooting destinations. He further said that the region could be great attraction for tourists from South East Asian countries. The Ministry of Tourism will provide support for boosting tourism avenues in the North East region, he added.

Secretary, Ministry of DoNER, Shri Naveen Verma and other senior officials of both ministries were also present.
