Various sessions stress on need of disaster preparedness and strengthening of SDRF

The Union Home Minister Shri Rajnath Singh inaugurated the 2-day National Level Conference on “Capacity Building of SDRFs-2017” here today. The conference is being organised by National Disaster Response Force (NDRF).

Earlier in the day, while addressing the inaugural function of the conference, Shri Rajnath Singh said that disaster has no geographical and physical boundaries, so we must think beyond boundaries for effective management of disasters. He also appealed to the States to modify and implement the best practices of other states in tackling disasters. He said that the risks arising out of development shall also be taken into account and focus should not only be on mitigating the effects of disasters. Addressing the gathering, Dr. P. K. Mishra, Additional Principal Secretary to the Prime Minister, said that it is for the first time in the last few years that, such a national level conference is being organised with the participation of most of the States.

Following the inaugural session, during the second session of the conference, various issues pertaining to disaster preparedness & response, Preparedness of State Disaster Response Force’s (SDRF’s), Early Warning Service were discussed by the imminent delegates of National Disaster Management Authority (NDMA), Indian Metrological Department (IMD), INCOIS.

Shri R K Jain, Member NDMA stressed the need for SDRF preparedness and strengthening of SDRF by specialized training and equipping with latest gadgets for prompt and timely response to disaster as local authorities like SDRF have to respond first to any disasters as India is among top five countries in the world which is vulnerable to various kinds of disasters viz. Floods, Earthquake, Cyclone and Tsunami etc.

Shri Amitabh Kant, Chief Executive Officer (CEO), NITI Aayog, addressed the gathering and briefed about the digitalization, its benefits to common people as well as agencies involved in disaster management. He also highlighted the various initiatives taken by Government of India for promoting the digitalization.

Shri Kamal Kishore, Member, NDMA expressed his views on Disaster Preparedness & Response and highlighted the benefits of various social media tools in the case of disaster. Dr. S S C Shenoi ,Director, INCOIS briefed about the Tsunami Early Warning Services for India & Indian Ocean Rim Countries. Dr. M Mohapatra, Additional Director General, India Metrological Department, briefed about multi-hazards early warnings, new forecasting applications & modules for forecasting to Cyclone, Monsoon etc in India, various tools prominently being used by common people for disseminating early warning, its benefits to common people & disaster managers as well as how these helpful to disaster manager and other stakeholders.

The Union Home Minister Shri Rajnath Singh inaugurated the 2-day National Level Conference on “Capacity Building of SDRFs-2017” here today. The conference is being organised by National Disaster Response Force (NDRF). The conference aims to develop synergies between the responses of National & State Disaster Response Forces (SDRFs) and to highlight way ahead to strengthen the response capabilities of SDRFs.

Speaking on the occasion, Shri Rajnath Singh said that disaster has no geographical and physical boundaries, so we must think beyond boundaries for effective management of disasters. The places which were considered secured till now, are also facing threat of disasters due to increasing population and urbanisation, he added. The Minister said that the primary responsibility to deal with disasters lies with the states, so the States should be prepared in advance to mitigate the risk related to disasters and take the necessary action. He emphasized on the need of strengthening SDRFs by specialized training and equipping with latest gadgets and tools, improving bilateral and regional cooperation among states so that States can help each other at the time of disaster. He emphasised that some states have prepared roadmap for the next ten to fifteen years in this regard, but all states will have to progress with equal pace, if India has to be disaster resilient as a nation. He also appealed to the States to modify and implement the best practices of other states in tackling disasters. He said that the risks arising out of development shall also be taken into account and focus should not only be on mitigating the effects of disasters.

Shri Rajnath Singh said that our focus has shifted from disaster management to disaster resilience. He said that the funds allocated to State Disaster Response Fund (SDRF) have increased from Rs 33,581 crore during 2010-15 to Rs 61,220 crore during the period 2015-20, thereby registering an increase of 82%. He also said that 2 additional NDRF battalions have been raised in Varanasi and Arunachal Pradesh to strengthen its infrastructure. He said that the assistance given under NDRF has been increased from Rs 3,461 crore in 2014-15 to Rs 11,441 crore in 2016-17, in case of severe disaster where there is insufficient fund under SDRF. He said that under National Cyclone Risk Mitigation Project (NCRMP), Phase II, an additional assistance of Rs 2,361 crore was sanctioned for six states in July 2015.

Addressing the gathering, Dr. P. K. Mishra, Additional Principal Secretary to the Prime Minister, said that it is for the first time in the last few years that, such a national level conference is being organised with the participation of most of the States. He said that NDRF is not like any other force in the country, as it undertakes many exercises like mock drill, capacity building, community awareness programs, school safety programme, etc. He said that the focus of NDRF is on three aspects, namely, specialized training for search and rescue, capacity building of other agencies and preparedness. Dr. P. K. Mishra said that preparedness is as important as responding to disasters. He said that unless the community is well prepared to deal with different kind of disasters, the response will not be that effective.

During his address, Shri R K Pachnanda, DG, NDRF, said that India being a very large country is vulnerable to many disasters such as 58.6% of area is prone to earthquakes, 12% of area is prone to floods and the coastlines are prone to cyclones. He said that NDRF has saved the lives of more than 5 lakh people and also sensitized and trained more than 50 lakh people. He said that the efforts of NDRF have been appreciated not only in India, but also abroad. He emphasised to strengthen the capabilities of SDRF by providing specialized training and equipping with latest disaster managements equipment.

As a special initiative for boosting the confidence and skills of the Students, NDRF conducted various mock drills and school safety programmes during last one month in all Kendriya Vidyalaya Sangathan Schools of Delhi & NCR and other parts of the country. Under this campaign, Inter- School, School Safety Mock Drill competition, and Inter School – Open Essay competition on “How will I respond in case of an earthquake” were organized. Kendriya Vidyalaya Sangathan (KVS), Sadar Bazar, Delhi Cantt. was the winner of Inter School Safety Mock Drill Competition. Ms. Sneha of KVS, AGCR Colony, Karkardooma, Delhi and Ms. Aditi Patel of KVS, Nariana, Delhi Cantt. were the winner of Open Essay Competition in Junior and Senior level. The winners were given prizes by the Union Home Minister.

A film ‘The Incredibles’ was also shown during the conference, to showcase the operations carried out by NDRF personnel during disasters like earthquake, floods, etc.

National Disaster Management Authority, Member Secretary, Shri R.K. Jain, Directors General of Police of All States/UTs, Relief Commissioners and representatives from National Disaster Management Authority, Indian National Centre for Ocean Information Services, India Meteorological Department, National Institute of Disaster Management, State Disaster Management Authorities and State Disaster Response Forces were also present on the occasion.

National Level Conference on "Capacity Building of SDRFs-2017" concludes today

The two-day National Level Conference on "Capacity Building of SDRFs-2017" concluded here today. The conference was inaugurated by the Union Home Minister Shri Rajnath Singh yesterday. The conference was organised by National Disaster Response Force (NDRF) to develop a synergy and to highlight way ahead to strengthen the response capabilities of State Disaster Response Forces (SDRFs).

On the second day of National level conference on capacity building of SDRF-2017 today, the Union Home Secretary, Shri Rajiv Mehrishi addressed the delegates from the states. He emphasized that NDRF and SDRFs to work together on Disaster Risk Reduction (DRR) by educating the community and adopt new technologies to tackle the new emerging challenges besides their primary role. He underlined the strengthening of SDRF by specialized training and equipping with latest gadgets for prompt and timely response to disaster. The Home Secretary also assured State representatives to provide every possible help for making SDRF a self- contained response Force.

Prof. Santosh Kumar, Executive Director, National Institute of Disaster Management (NIDM), delivered a lecture on “Vulnerability profile of the country & Emerging Challenges” and elaborated future challenges in the field of disaster management like climate change, resources, population profile, disaster profile, hazard profile, life expectancy, rapid urbanization, future trends of disaster viz. Urban Floods, etc. During his lecture, he said that expansion of cities, growth of urban infrastructure, non-following of building codes are changing the risk profile. The response agencies need to be prepared and equipped accordingly to tackle with these disaster scenarios.

The representatives of Assam, Bihar, Gujarat, Jammu & Kashmir, Kerala, Madhya Pradesh, Nagaland, Tamil Nadu and Uttarakhand gave their presentations on the current status of SDRFs and steps to be taken for strengthening of SDRFs. Shri Randeep Kumar Rana, Dy. Inspector General, NDRF and Director National Civil Defence College (NCDC) Nagpur also provided valuable inputs through their presentations. The conference concluded with the discussion on various agenda point with the representatives of SDRF’s.

An elite NDRF team equipped with nuclear and biological combat gear has been positioned in the heart of the national capital.

New Delhi: An elite NDRF team equipped with nuclear and biological combat gear has been positioned in the heart of the national capital to quickly respond to dangerous threats to not only the seat of power but also to the local population.

Keeping in view the disaster vulnerability profile and high seismic activity in and around Delhi, another special team of the National Disaster Response Force (NDRF), in 24x7 operational readiness, has been based in South West Delhi's RK Puram area recently.

A third team to combat chemical or radiological leakage or attack incidents has also been based at the Indira Gandhi International Airport (IGIA).


Senior Home Ministry and NDRF officials said a small team of about 30 personnel equipped with Chemical, Biological, Radiological and Nuclear (CBRN) disasters combat has been stationed near the India Gate area sometime back.

"The national capital area has all the protective mechanism against terror and other security-related threats but a specialised protective shield and response mechanism against CBRN threats and disasters was not available in the vicinity," a senior officer said.

Hence, he said, a specially chosen team of some of the best NDRF personnel has been deployed 24x7 in this area which houses the seat of power and the government including Parliament, Rashtrapati Bhavan, Prime Minister's Office and other central ministries and departments.

This team, based in Jamnagar House, will also be able to respond to any CBRN threat to any public place or market area in Delhi at a short notice, he added.

Till now, the NDRF base in sector-19 in neighbouring Ghaziabad was tasked with the responsibility of the Delhi area, whether to respond to a CBRN threat or a natural disaster like earthquake.

"This was a concern as an NDRF team rushing from Ghaziabad in such an emergency would take time owing to traffic conditions and other issues. The distance factor has now been cut and the response will be quick," the officer said.

The 45-member team at R K Puram will respond to any disaster-like earthquake or big accident that takes place in Delhi.

Both the teams, at R K Puram and near India Gate, are vehicle-borne and possess essential equipment in order to respond to any disaster, man-made or natural, which is the charter of the NDRF, the officer added.

He added that NDRF Director General R K Pachnanda had made a special request to the ministry of urban development to get land for stationing the special team somewhere in Delhi and the ministry readily made available a small plot in R K Puram.

The team at IGIA will respond to any gas or chemical leak or a CBRN attack-like scenario in the passenger terminal or the cargo area, the officer said.

There have been two incidents when radioactive material leak incidents were reported in the cargo area of the Delhi airport in May 2015 and one in October last year. An NDRF team from Ghaziabad had then reached to check the leakage.

The responders of the force were also called in when Cobalt-60, a radioactive material, was recovered in Delhi's Mayapuri area in 2010.

The CBRN teams of the NDRF are equipped with gadgets like hazardous gas vapour identifier, contamination monitor, water poison detection kit, smart radiation detectors, isotope identifiers, hazmat (hazardous material) suits, de- contamination suits and few others to check and de-contaminate the affected people and the environment.

The NDRF is the national force mandated to respond to disasters in any part of the country and it was raised in 2006.

Large swathes of the seven contiguous Northeast states had a sunny break on Wednesday from the heavy, incessant rainfall. However, the death toll across the three states increased to 14.

Guwahati administrative officials said that the body of a man in his mid-20s was fished out of a city canal Tuesday night. The man is believed to have drowned when half the city was under knee or neck-deep water on Tuesday. A 13-year-old student and a carpenter were electrocuted by a submerged live wire.

A 35-year-old farmer was also swept away on Tuesday night by a turbulent Imphal River in Manipur’s Kangpokpi district while hundreds of localities in Imphal East, Imphal West, Thoubal, Senapati districts faced flash floods with at least six rivers in spate.

Manipur’s Thoubal rivers were flowing above the danger mark on Wednesday. The worst affected areas included Kaziranga in chief minister N Biren’s Heingang constituency, and Sagolband, Uripok, and Kalapahar in the hilly Kangpokpi district.

Rain and flash floods also destroyed standing crops in many places while some villages including Makuilongdi in Senapati district have been cut off after the roads were washed away.

Biren, accompanied by irrigation and flood control minister Letpao Haokip, visited the flood-hit Kairang areas on Wednesday to take stock of the situation. On Tuesday, social welfare and cooperation minister Nemcha Kipgen visited the Kalikhola area of Kangpokpi district where the earth has developed long cracks, as if devastated by an earthquake. Many people have relocated from the area in fear.

Assam State Disaster Management authorities, meanwhile, said that the Brahmaputra and it’s tributaries continue to flow above the danger mark though the intensity is lower than on Tuesday. So far, some 40,000 people across 39 villages in four districts have been affected by flood while there has been no casualty apart from the three deaths in Guwahati on Tuesday.

In Mizoram too, there were no reports of loss of life or property on Wednesday. Of the 10 people who were washed away by flash floods in Tlabung area of Lunglei district on Tuesday, the bodies of six are yet to be recovered. “Our disaster response teams, aided by local NGOs, are providing relief to the affected people,” health minister Lal Thanzara said.

Since Sunday, landslides in the state have destroyed some 450 houses while sections of many arterial roads have been washed away. These include a highway 20km south of Lunglei town.

Activities organised by MHA on 3rd International Day of Yoga

The Ministry of Home Affairs (MHA) organised various activities across the country on the occasion of International Day of Yoga today. About 2000 CAPFs personnel have participated in the mass Yoga demonstration today at Lucknow, Uttar Pradesh. The officials of MHA participated in the mass Yoga demonstration at various locations in Delhi.

The National Disaster Response Force (NDRF) also celebrated the 3rd International Day of Yoga in Delhi and in all its Bn HQs and Regional Response Centres all over the country. On this occasion, NDRF organized a yoga session at Nehru Park in Delhi. As a prelude to the National event, NDRF rescuers practiced various Yoga Asans, Dhyan and Pranayams on common Yoga protocol for International Day of Yoga issued by Ministry of AYUSH under qualified Yoga instructors.

PM makes aerial survey of flood affected areas of Gujarat; reviews flood relief at a high level meeting at Ahmedabad Airport.


The Prime Minister, Shri Narendra Modi, today made an aerial survey of flood affected areas of Gujarat.

The Prime Minister also reviewed the flood relief operations at a high level meeting at Ahmedabad Airport. The meeting was attended by Chief Minister Vijay Rupani, other senior ministers and top officials of the State Government, disaster response agencies and PMO.

The Prime Minister was given an overview of the extent of damage caused by floods, and the relief operations being undertaken.

The Prime Minister instructed all agencies involved in relief operations, including the Indian Air Force, to put in their best possible effort for immediate rescue and relief. He emphasized the importance of cleanliness, hygiene and health, and said these aspects should also be accorded the highest priority.

The Prime Minister said insurance companies including those dealing with crop insurance may be advised to organise assessment of damage to assets, crops etc quickly, and take steps for early settlement of claims, so as to provide immediate relief to affected people.

The Prime Minister also called for immediate restoration of water supply, electricity and communication links.

The Prime Minister suggested that special teams be set up for repair of damaged roads, restoration of power infrastructure, and for health related assistance.

Addressing the media at Ahmedabad Airport, the Prime Minister said Gujarat had faced heavy rains for the past week. He said ten more helicopters would be pressed into action for rescue from tomorrow, and asserted that the pace of relief work will be increased further. He said extent of damage would be assessed in both rural and urban areas, and both short and long term measures would be put in place. The Prime Minister appreciated the State Government, and all other agencies for the response to the flood situation so far.

The Prime Minister announced ex-gratia of two lakh rupees to the next of kin of the deceased, and fifty thousand rupees to those seriously injured in the floods. He announced an immediate additional assistance of 500 crore rupees under the SDRF. He expressed confidence that the people and the State of Gujarat would emerge even stronger and successfully tackle the challenge posed by the floods. He assured the people of the State that the Union Government stands shoulder to shoulder with them at this difficult time.

Inter-Ministerial Central team arrives in Assam to take stock of flood damage

The Chief Secretary of Assam, Shri Vinod Kumar Pipersenia chaired a meeting with the visiting Inter-Ministerial team of Government of India to assess the damage caused by recent floods in Assam, in Guwahati today. The team is led by the Joint Secretary of Ministry of Home Affairs Shri V. Shashank Shekhar, Government of India. The seven member team is on a visit to Assam following directions by the Prime Minister Shri Narendra Modi after his meeting with Chief Minister Shri Sarbananda Sonowal on July 18 in New Delhi.

The other members of the team are Shri P.M. Scott, Chief Engineer (B&BBO), Water Resources, CWC, Shillong; Shri B.K. Mishra, Asst. Director (FCD), Department of Expenditure, Ministry of Finance; Shri Sachin Kumar Gautam, Asst. Executive Engineer (Regional Officer), Road, Transport & Highways, Guwahati; Shri Rakesh Kumar, Asst. Director, Rural Development, National Rural Road Development Agency (NRRDA); Shri Sanjay Kumar, Director (States-NE) Niti Aayog, New Delhi and Dr. A.L. Wagmare, Director (DSD), Agriculture & Cooperation, Department of Sugarcane Development, Lucknow, UP.

The team will conduct an on-the-spot assessment of the flood situation and will be visiting flood affected areas of Biswanath, Lakhimpur, Majuli, Barpeta, Cachar, Hailakandi and Karimganj districts of Assam from 25th July to 28th July 2017. This is the first time that an Inter-Ministerial Central team is visiting the state in the midst of flood period to assess the damage which signifies the urgent follow up action taken by the Government of India.

Chairing the meeting, Shri Vinod Kumar Pipersenia apprised the team about the pro-active measures taken by the State Government to minimize suffering of the flood affected. The Commissioner & Secretary, Revenue Shri Rajesh Prasad gave an overview of the present flood scenario and resultant damages in the meeting.

Update on HADR Operations in Gujarat/Rajasthan



A large scale Humanitarian Assistance and Disaster Relief (HADR) exercise by Indian Air Force involving Medium Helicopters (MLH) and Chetak Helicopters is still going on in the Flood affected areas of Gujarat and Rajasthan.


The highlights of HADR operations carried out today by Indian Air Force are as follows:



(a) Twelve sorties have been undertaken from Deesa.


(b) Two Chetaks from Jamnagar are deployed in Mehsana and Ahmedabad.


(c) The IAF detachment at Mehsana was operationalised on 26 Jul 17 with three helicopters (Two Medium Lift helicopters & one Chetak).


(d) Communication nodes have been set up at Deesa and Mehsana.


(e) One Low Level Light Weight Radar (LLLWR) has been operationalised at Deesa with effect from 1000 hrs today. This radar will be used to de-conflict the helicopter traffic in the vicinity of Deesa.


(f) A dedicated HADR Cell was established at Gandhinagar which is the HQ of the South Western Air Command. Regular contact is being maintained with the State Emergency Op Centre (SEOC) and other stakeholders. A meeting has been called by Governor of Gujarat at 1700 h at SEOC.


(g) Heavy rain was reported in the morning at all location. Weather improved marginally in the afternoon.

Statement on ‘Situation arising out of recent floods in various parts of the country, particularly in Assam’

Following is the text of statement made in Rajya Sabha today by Minister of State for Home Affairs, Shri Kiren Rijiju on ‘Situation arising out of recent floods in various parts of the country, particularly in Assam’:

“India receives heavy rainfall from June to September every year during the South West (SW) Monsoon Season. The rainfall during this period accounts for about 70-90 % of the total annual rainfall over India. As a consequence of this rainfall, flooding of rivers is a natural weather phenomenon. This year monsoon set in over Kerala on 30th May, the monsoon has already covered entire country by 19th July 2017. In terms of area wise distribution, 89% of the area in the country received excess/ normal rainfall and 11% of the area received deficient rainfall till date.

Over 40 Million hectares’ land of the country is prone to floods and river erosion. The flood prone regions of India are the Himalayan Rivers Basin (Kosi and Damodar Rivers in particular), the North Western River Basin (Jhelum, Ravi, Sutlej and Beas Rivers) and the central and Peninsular River Basin (Narmada, Chambal, Godavari, Krishna and Cauvery River).

During the current South West monsoon season, various parts of the States of Assam, Arunachal Pradesh, Bihar, Chhattisgarh, Gujarat, Himachal Pradesh, Karnataka, Kerala, Maharashtra, Manipur, Mizoram, Nagaland, Odisha, Punjab, Rajasthan, Sikkim, Tripura, Uttar Pradesh, Uttarakhand and West Bengal reported to have been affected by heavy rains / flash floods / and rain oriented calamities of varying degrees. As per the information of damage received from these States 508 persons have lost their lives, 24,811 cattle heads have perished, 63,215 houses/ huts have been damaged and about 2.8 lakh hectares of crop area have been reported affected due to heavy rains/ flood/ landslides etc..

Primary responsibility to deal with natural calamities rest with the State Government concerned. The Central Government supplements the efforts of the State Governments by providing financial and logistics support to effectively deal with such exigent situations. The concerned State Governments have been taking necessary relief, preparedness/ preventive measures, which inter-alia includes distribution of relief, evacuation and shifting of the people to safer places, setting up of multipurpose relief shelters/ camps, providing Governments have also taken necessary health and hygiene measures to prevent outbreak of any epidemic during floods/ post flood calamity period. State authorities are monitoring rainfall, water level of the rivers/ dams in coordination with the IMD and CWC as well as issuing weather advisories to all vulnerable districts.

With regard to Assam, there are 2 major rivers system (viz; Brahmaputra valley and Barak valley) in the State which causes floods. The State faces acute flood problem in the flood plains of the river Brahmaputra and Barak and other smaller river sub-basins. Assam has faced two waves of floods till 19th July 2017 affecting 29 districts out of 33 districts, resulting in loss of human lives, livestock and large scale damage to the dwelling houses. The State Government is providing necessary relief assistance affected people in the State. As per information received from the State Government of Assam, about 59430.45 quintal rice, 11142.18 quintal dal, 3541.71 quintal salt, 37249.89 liters M. Oil and 58092 numbers of tarpaulins etc. have been provided to the affected people in different districts of Assam. The State Government has mentioned that 1160 relief camps (357 relief camps + 803 relief distribution center) have been opened and 1,31,416 inmates are housed in these camps, so far. However, at present the situation is under control in the State. The State Government is closely monitoring rescue & relief operations in the districts to deal with any eventuality. The Ministry of Home Affairs is also keeping constant round the clock watch on the situation in the country including Assam.

In order to assess the loss of immediate nature, upon receipt interim memorandum an Inter-Ministerial Central Team (IMCT) was constituted on 21st July 2017. The Inter-Ministerial Central Team, in consultation with the State Government, are visiting the affected areas of the State, from 25-28th July 2017 for on the spot assessment of damages of immediate and temporary nature. Further, action would be taken in the matter, in accordance with the established procedure.

To ensure effective preparedness, MHA conducted annual meeting of Relief Commissioners/ Secretaries, Department of Disaster Management of State / UTs on 17 May 2017 to review the status of preparedness and to discuss other disaster management related issues. The representatives of various Central Ministries/ Organizations rendering Emergency Support Functions also participated in the meeting. During the conference the emphasis was laid on close coordination with forecasting agencies such as Central Water Commission (CWC), India Metrological Department (IMD), GSI and INCOIS.

As stated earlier, the State Governments concerned are primarily responsible for undertaking necessary rescue, relief and preventive measures in the wake of natural calamities. Apart from providing logistics support, the Government of India supplements the efforts of the State Governments by extending financial assistance through State Disaster Response Fund (SDRF) and National Disaster Response Fund (NDRF) as per the laid down procedure. An amount of Rs. 9382.80 crore has been allocated as central share to all the States in their SDRF accounts for the year 2017-18. An amount of Rs. 3387.15 crore has so far been released, as the installment of Central share of SDRF for the year 2017-18 to 21 States. In addition, financial assistance from NDRF amounting to Rs. 1555.84 crore has been provided during 2017-18, so far, to different States which were affected by calamities of severe nature. In addition to regular schemes of crops damage, the farmers are also entitled for compensation under the Pradhan Mantri Fasal Bima Yojna of the Ministry of Agriculture, which is being implemented by the State Government.

MHA have deployed about 88 specialized teams of NDRF in 26 States and UTs with 304 boats another necessary search and rescue equipment. Based on vulnerability profile of different regions of the country, NDRF teams have been presently stationed/ deployed at 12 Bn HQ viz; Guwahati (Assam), Haringhata (West Bengal), Mundali (Odisha), Arakkonam (Tamil Nadu), Pune (Maharashtra), Vadodra (Gujarat), Bhatinda (Punjab), Ghaziabad (Uttar Pradesh), Bihta (Bihar), Vijayawada (Andhra Pradesh), Varanasi (Uttar Pradesh) and Doimukh (Arunachal Pradesh). Besides, pre-positioning of the NDRF teams has already been done at 31 different locations in the country depending on the vulnerability profile of the area. In addition, NDRF teams also assist to the State administration in distribution of essential relief material and provide medical support to affected people at the time of emergency. NDRF also conducts mock drills along with the relevant departments and State agencies in the country for effective management of floods, response and rescue operations.

Hon’ble PM has reviewed the flood preparedness of the nation via PRAGATI on 12th July 2017. Hon’ble MOS (PMO & DONER) has reviewed the flood situation of North-Eastern States including Assam on 13th July 2017. Hon’ble MOS (Home) has visited and reviewed the flood situation of Assam and Arunachal Pradesh from 13th to 15th July 2017. I would like to assure the Hon’ble Members that the Government of India will give due importance to the valuable suggestions given by them during the discussion to deal effectively with the situation caused by floods and other natural calamities.”

Inter-Ministerial Central team calls on Chief Minister of Assam

The seven member Inter-Ministerial team of Central Government is presently on visit to Assam to assess the damage caused by recent floods in the state. The team is led by the Joint Secretary of Ministry of Home Affairs Shri V. Shashank Shekhar, Government of India. The team is visiting Assam following directions by the Prime Minister Shri Narendra Modi after his meeting with Chief Minister Shri Sarbananda Sonowal on July 18th in New Delhi.

The Inter Ministerial team called on Chief Minister Shri Sarbanada Sonowal today in Guwahati, Assam. They apprised the Chief Minister about the findings of their visit to the flood affected districts.

Shri Shashank Shekhar informed the Chief Minister that they personally saw the damages and the distress and migration of the flood-hit people. He mentioned that the teams were divided into two groups and visited the flood hit Brahmaputra and Barak valley districts. As part of their on-the-spot-assessment, the teams interacted with the affected people and respective district administrations to find out the intensity of damage caused by the flood, he informed.

The Chief Minister Shri Sarbananda Sonowal said that most of the embankments which were constructed as safeguard to rural economy and habitations have already outlived their life. He further informed the team that already a proposal was submitted to the Government of India to take up ‘Prime Minister’s Special Programme for Flood and Erosion Control’ for developing embankments of the state as road-cum-embankments stretching 5,000 km. The Chief Minister said that once the 5000 km stretch is converted into road-cum-embankments, this would help rural people in terms of connectivity and will benefit rural economy as well as tourism. This initiative would also facilitate implementation of PMGSY to connect every village in the state. The Chief Minister also referred to the issue of resettlement of people who became homeless and landless due to flood. Considering the gravity of the situation and the intensity of flood damage in Assam, Shri Shashank Shekhar informed the Chief Minister that the team would submit their report at the earliest to the Central Government so that fund for tackling the flood related issues could be released expeditiously.

The team visited Biswanath, Lakhimpur, Majuli, Barpeta, Cachar, Hailakandi and Karimganj districts of Assam for on-the-spot-assessment of flood damage.

PM to review flood situation in the North Eastern States tomorrow

The Prime Minister, Shri Narendra Modi will visit Guwahati tomorrow.

He will chair a series of high level meetings to review the flood situation, and the relief operations in the North Eastern States, particularly in the States of Assam, Arunachal Pradesh, Nagaland and Manipur.

Chief Ministers and senior officials from these States are expected to be present at the meetings.

PM announces ex-gratia for flood victims of Assam and Rajasthan


The Prime Minister Shri Narendra Modi has announced an ex- gratia of Rs. 2 lakh each for the next of kin of those who have lost their lives in the floods in Assam and Rajasthan.

The Prime Minister has also announced Rs. 50,000 each for those seriously injured in the floods in Assam and Rajasthan.

PM reviews flood situation in North-Eastern States at a series of high-level meetings in Guwahati; announces assistance of over Rs. 2000 crore


The Prime Minister, Shri Narendra Modi, today announced a relief package of over Rs. 2000 crore for relief, rehabilitation, reconstruction and flood mitigation measures in the flood-affected North-Eastern states. The announcement came at the end of a series of high level meetings, where the Prime Minister reviewed the flood situation, and relief measures in the States.

Through the course of the day, the Prime Minister held separate, detailed review meetings on the situation in the States of Assam, Arunachal Pradesh, Manipur and Nagaland. The Chief Ministers of the respective States, and senior officials were present at the meetings. A memorandum was received from the Chief Minister of Mizoram, who could not make it to the meeting in person.

Over Rs. 1200 crore will be given by the Union Government for the infrastructure sector alone. The funds will be utilized for repair, maintenance, and strengthening of roads, highways, bridges, and other damaged infrastructure.

Rs. 400 crore will be provided for improving the water holding capacity of the Brahmaputra River, which will assist in flood control.

In the current financial year, the Union Government has approved Rs. 600 crore as central share of SDRF. Out of this, Rs. 345 crore has already been released, and the remaining will be released immediately, to assist the States in relief and rehabilitation work.

The Union Government will also provide Rs. 100 crore for carrying out a study to synergize efforts towards finding time-bound long term solutions to recurrent floods in the region.

The North-Eastern region, with eight percent of India's land area, contains one-third of the country's water resources. The Union Government will constitute a High Level Committee, with representation from Ministries of the Government of India and the States, for proper management of the region's vast water resources.

An ex-gratia assistance of Rs. 2 lakh to the next of kin of the deceased, and Rs. 50,000/- to each of those seriously injured due to the floods, has been sanctioned under the Prime Minister's National Relief Fund (PMNRF).

Establishment of Research Institute in Yoga and Naturopathy in Karnataka and Haryana approved by the Government: Shri Shripad Naik

An autonomous Research Council, namely, Central Council for Research in Yoga and Naturopathy (CCRYN) is working under the Ministry of AYUSH as the apex body for Research and Education in the field of Yoga and Naturopathy.

The CCRYN has set up a Central Research Institute at Rohini, Delhi. Further, the Governing Body of CCRYN has decided to establish five more Research Institutes in the country. The Government has approved establishment of Post Graduate Institutes for Research in Yoga and Naturopathy at Nagmangla (Karnataka) and Jhajjar (Haryana) at a total cost of 59.67 crore and 52.04 crore respectively.

CCRYN is running a Central Research Institute of Yoga & Naturopathy at Rohini, Delhi, with 20 bedded hospital of Yoga & Naturopathy.

This information was given by Minister of State for AYUSH (Independent Charge), Shri Shripad Yesso Naik in reply to a question in Rajya Sabha today.

Shri J P Nadda flags off relief supplies for the flood affected families in Assam, Manipur and Gujarat

Shri J P Nadda, Union Minister of Health and Family Welfare and Chairman of the Indian Red Cross Society today flagged off relief material worth around Rs 3.15 Crores to the flood affected families in Assam, Manipur and Gujarat. Dr Jitendra Singh, Minister of State (IC) for the Ministry of Development of North Eastern Region was also present at the occasion.

Speaking after flagging off the fleet of trucks at IRCS, NHQ New Delhi, Shri Nadda stated that the government is ensuring that there is no shortage of essential items to the flood victims. “We have released the first batch of relief material worth around Rs 3.15 Crores containing medicines, mosquito nets, clothes, etc., and will soon send the second batch as well. We will make sure that there is adequate supply of relief material and whoever needs it is reached”, Shri Nadda said. He further said that the Red Cross units of Assam, Manipur and Gujarat through their volunteers have also initiated immediate response by providing relief supplies to the affected communities from their existing stocks.

Further, Indian Red Cross Society, National Headquarters has also released relief items from its prepositioned stocks for response operation. This includes mosquito nets, kitchen sets, tarpaulin pieces, towels, dhoties for men and sarees for women, cotton blankets, bed sheets and buckets.

Flood situation in Assam

The State Governments are primarily responsible for undertaking relief measures at ground level in the wake of natural disasters. The Government of India supplements the efforts of the State Governments by providing logistics and financial support. The financial relief in the various sectors is provided under the guideline of State Disaster Response Fund (SDRF) and National Disaster Response Fund (NDRF), in accordance with the items & norms approved by the Government of India.

The Government of India has released 1stinstallment of the Central share of SDRF amounting to Rs. 228.15 crore, for the year 2017-18 to the State Government, on 28th June 2017. In addition, as reported by State Accountant General (AG) of Assam, an amount of Rs. 2790.65 crore is available in SDRF account as on 1st April 2017 for management of relief necessitated by notified natural disasters in the affected areas.

The Central Government has been extending full support to the Government of Assam by providing timely logistics and financial support to supplement the efforts of the State Government for meeting the situation effectively in the wake of natural disasters during 2017. The logistics support provided includes IAF helicopters, Army column and National Disaster Response Force (NDRF) Teams along with necessary machineries & equipments.

This was stated by the Minister of State for Home Affairs, Shri Kiren Rijiju in a written reply to question by Sh. D.P.Tripathi in the Rajya Sabha today.
