Buying a gifted Handgun from Army Officer

Dear members, I've got approval from MOI for NPB license and NADRA issued me demand order on which some dealer can write arms' number and selling stamp.
Now, if I've an option to buy 9mm handgun (it's Turkish ST-9, probably from POF/Wah) which was gifted to him, how can I fulfill demand order's requirement? will nadra accept army officer's signature as seller?

Moreover, does all branded guns have pre-embossed number on them?

Only a registered arms dealer can fill the demand order and issue a receipt. Private purchase is not allowed.

Dealer will be middleman for you needs. He will register a purchase from the officer and then register a sale to you. He will charge you a few thousand rupees for this service.

Yes, every firearm does and should have a serial number.

Thanks for your guidance. Three more question;
1. Regarding verification/stamp from DC office on Demand note; which DC office it should be? of area under my home is or the area under dealer is? for example, I live in Rawalpindi and I purchase from Peshawar, what would be DC office.
2. If my licensed gun got malfunctioned (I) or I want to change gun (II) do I need to get a new license? will MOI approval be still valid in this case?
3. How can I sale my licensed weapon if I want to?
