Unlike Indians (largely from underclass families) who have H1B visas from some shady company (after 6 month Java course) and got to the US. Indians have far more of a proclivity to lie and pad their resumes (given the dire economy and competition in India), and given that they passed out from "Annapurna University" who no one ever heard of and scarcely have any foundational knowledge or training in IT. They can hardly speak any sort of standard English properly - forget about pronunciation and accents.

Well, you are not understanding the scenario here. There is an issue with fake profiles with Indian students but that does not contradict the fact that similar people do not exist in other South Asian countries. It is a different debate about the scale of corruption from different countries.
