Yes, you are right about vote stuffing without a trustworthy caretaker government. But, the opposition is not as strong as the BAL/BCL Crusaders in the streets. I think the opposition parties should participate in the election. They should, however, boycott the polls on the day of election if there are many cases of vote rigging throughout the country. However, I suspect that BAL has already reached a kind of agreement with Ershad's party and Bikalpadhara on seat sharing.There is no independent inherent trust in Bangladesh Election commission, vote rigging and ballot box stuffing is the norm in BD without neutral caretaker govt. Hasina just took the opportunity and struck first in ensuring one-party rule.
I fear the govt will force the mobile operator companies to weaken their system so that people/leaders cannot communicate with each other on the election day.
