Dhaka, Dec 18 (UNB) - BNP rolled out its election manifesto for the 11th parliamentary elections on Tuesday with a set of promises, including making democracy an everyday practice, building a vengeance-free Bangladesh and raising GDP growth to 11 percent.

It also pledged to scrap the controversial Digital Security Act, Official Secrecy Act and other black laws if it is voted to power in the 11th parliamentary elections.

BNP secretary general Mirza Fakhrul Islam Alamgir unveiled the party’s 19-point manifesto at a city hotel at 11am, 12 days before the national election.

“I’m announcing the manifesto on behalf of former prime minister and BNP chairperson Khaleda Zia and I want to assure you that no revenge will be taken against anyone if BNP is voted to power,” said Fakhrul.

The BNP leader said people’s ownership of the country will be consolidated if their party returns to power. “We’ll turn the practice of democracy an everyday affair.”

BNP came up with its own manifesto a day after the party’s key alliance Jatiya Oikyafront presented an election manifesto. The two manifestos are almost similar.

Though Jatiya Oikyafront pledged to continue the trial of war cremains, such commitment was not there in the nine-page BNP manifesto read out by Fakhrul.

As his attention was drawn to the matter, the BNP secretary general said he presented a short version of their manifesto. “You’ll get it in our full version of manifesto.”

The party, however, did not provide the journalists with the copies of its full manifesto.

BNP’s promises also include ensuring the balance between the power of the President and the Prime Minister, making public the probe reports on BDR carnage and Bangladesh Bank reserve heist and conducting more investigations into the incidents.

The promises also include restoration of referendum system in the Constitution for establishing people’s democratic rights, introducing upper House of Parliament involving people of all walks of life, increased representation of women in all the constitutional institutions.

Fakhrul also announced that steps will be taken so that one-party rule does not return to the country and check corruption.

A judicial commission will be formed for reforming the judiciary if BNP is voted to power, he said.

He said no ongoing development projects will be stopped, but probe will be carried out to examine whether there is any corruption in the mega projects.

A parliament of youths will be formed for ensuring the interests of the youth, he said.

He also said the 5 percent of GDP will be spent on the education sector.

The BNP leader also said steps will be taken to ease traffic and remove public sufferings during the movement of the President and the Prime Minister.

He also announced that a national commission will be formed to introduce a new political culture to get rid of the politics of vengeance and Ombudsman will be appointed to ensure the transparency and accountability of administration.

An additional armed police battalion will be constituted bringing a change in the existing structure of Rapid Action Battalion (Rab).

If BNP is voted to power there will be no age limit for entering government jobs, except those of defence, police and Ansar, he said.

The control of lower courts will bestowed upon the Supreme Court by amending the Article 116 of the Constitution, said the BNP leader.

Fakhrul said freedom of expression will be ensured by removing online monitoring system and steps will be taken to end extrajudicial killing, enforced disappearances, killings and inhuman physical and mental torture.

Zila Parishads will be elected through people’s direct vote and city government will be introduced in municipal areas, he said.

Two lakh people will be given public jobs based on merits and qualifications in the first three years of the government while steps will be taken to create one crore jobs in the five years, he said.

Some other promises of BNP include making deputy speaker in parliament from the opposition, providing educated unemployed youths with allowances, revoking all types of VAT on students, withdrawing all cases filed against them during different movements, including quota-reform and safe road ones, making public the wealth information of the Prime Minister, ministers, MPs and higher government officials, increasing risk allowances for police, announcing freedom fighters as the revered citizens of the state and raising allowances for them, making a correct list of exact number of martyrs of the Liberation War, introducing allowances for destitute, widows and insolvent elderly people and forming a ministry for minority communities.

I have been looking for the BNP or Oikkyo Front propositions to develop the country. It says of 11% stupid progress without telling how they will do it. I am quite disappointed at its vague nature. Normal people do not really understand the points that BNP says in the manifesto, but they understand industrialization, job opportunities, administrative (especially the Police), road transport/communication and similar things.

This one is good for developed countries where people are educated but not for Bangladesh. Perhaps, they are planning to call back Tareque who will get his usual 10% commission from the new industries to be established and will keep his Chamber void of chairs in the newly built 'Wind Palace' to disallow the local dignitaries to seat in His Excellency's presence. Bloody thief!!

The opposition party says it will repeal the Digital Security Act and reinstate quotas facilities in government job recruitment if voted to power

BNP on Tuesday announced its manifesto for the 11th general election, promising to allocate 5% of the national GDP to the education sector, and another 5% to health.

The party also reiterated its pledges to restore democracy and rid the country of corruption, saying they will repeal a number of controversial laws and bring sweeping reforms to parliament.

Both the Digital Security Act and the Official Secrecy Act will be scrapped, and quota facilities in government job recruitment reinstated if the party is voted to power, BNP Secretary General Mirza Fakhrul Islam Alamgir said while unveiling the 19-point manifesto at Lakeshore Hotel in Dhaka.

Fakhrul further said generating employment for young jobseekers and loans for young entrepreneurs were top priorities for the party.

Youth-centric policies

In an effort to woo younger voters, BNP in its election manifesto pledged to provide at least 200,000 youths with government jobs within three years if voted to power.

The party also pledged to generate 10 million new employment opportunities by the end of its five year tenure.

Furthermore, BNP will introduce 20 year loans for young couples and entrepreneurs, the manifesto says.

In addition, the party pledged to reduce the price of internet and provide loans for education at low interest rates. A total 5% of the national GDP will be allocated for education, and another 5% for health if BNP comes to power, Fakhrul said quoting the manifesto.

The party will also increase the minimum wage for garments workers to Tk12,000 within two years, Fakhrul added.


Reforms to parliament and the balance of power

According to the BNP secretary general, the party’s manifesto includes plans to introduce a provision for the prime minister's tenure to be limited to two consecutive terms.

BNP will also appoint the deputy speaker of parliament from the opposition party.

Furthermore, the party pledged to introduce an upper house in parliament, and form a caretaker government for conducting elections.

BNP will reintroduce a referendum system in the constitution, to ensure the democratic rights of citizens, the manifesto added.

Abolishing RAB

BNP’s election manifesto said the Rapid Action Battalion (RAB) would be significantly altered and effectively abolished if the party is elected.

The elite force would be brought under the Armed Police Battalion (APBn), it added.

All military and civilian institutions of the state will be directed by their respective charters, the manifesto further said.

Ensuring freedom of speech

In addition to scrapping the Digital Security and Official Secrecy Acts, BNP pledged to amend Article 70 of the constitution in order to conditionally ensure the freedom of expression of lawmakers.

The party also pledged to put an end to online censorship and the surveillance of media platforms.

“No one will be silenced, even if they hold opinions contrary to that of the government,” Fakhrul said.

Anti-corruption measures

In the manifesto, BNP said it would not stop ongoing development projects taken up by the ruling Awami League if the former came to power.

However, BNP will assess if any corruption has been committed under the guise of mega projects, and bring those responsible to justice

BNP has promised to ensure the accountability of law enforcement agencies including the Rapid Action Battalion

BNP, in its election manifesto, has pledged to alter the current structure of the Rapid Action Battalion (RAB) and transform it into an Armed Police Battalion (APBn).

BNP unveiled its manifesto, for the December 30 general election, at Lakeshore Hotel, in Dhaka, on Tuesday.

BNP secretary general Mirza Fakhrul Islam Alamgir read out the party manifesto full of promises they intend to implement if voted into power.

In the manifesto, BNP promised to ensure the accountability of law enforcement agencies; including of RAB.

Moreover, the current structure of RAB will be altered and transformed into APBn which will be operated by the Ministry of Home Affairs.

All military and civilian institutions of the state will be directed under their respective charters.

BNP also pledged to publish all the investigation reports about the 2009 Bangladesh Rifles Revolt and the Bangladesh Bank robbery—also known as the Bangladesh Bank cyber heist. An initiative to further investigate the matter will also be undertaken.

BNP's 19-point Manifesto
Bangladesh Nationalist Party (BNP) unveiled their election manifestos for the next general election at hotel in Dhaka on Tuesday.
The Delta Plan, senior citizen Allowance, youth empowerment, 5% GDP allocation health and education sectors and zero tolerance against corruption are the key issues that the party focused in their manifesto.

These are all false election promises typical of South Asian countries. The govt is not supposed to employ left and right unless a new workforce is needed and the state coffer has abundant money by tax collection.

How Fakhrul can create 10 million jobs in five years or 2 million jobs every year when FDI or local investment is slow to come about. 2 million new jobs mean a $5 billion worth of production of goods by them. If so, the level of capital investment should be at least $20 billion every year, FDI or local. I do not think it is going to happen.

Seems BNP has no long-term planning. However, when in power it will do things like
1) Release Begum Zia from prison, 2) Bring back that VVIP brat Tarique from London, 3) Change the name of Dhaka airport to Zia International Airport, and 4) Declare Zia the Joint Father of Nation.
