Commuters and vehicle owners are having a nightmarish experience due to the ongoing construction on a nullah near Government Gandhi Memorial (GGM) Science College on Canal Road in the city. Due to the digging work of the nullah in the middle of the road, the vehicular movement has been diverted through the main gate of GGM Science College, resulting in traffic chaos on a daily basis, especially during office and colleges timings.

A long queue of vehicles can be seen stranded from Jewel Chowk to Bhagwati Nagar Chowk for hours. The parking of minibuses in the middle of the road is also adding to the prevailing traffic mess. Further, the turn near the Abhinav Theatre just before GGM Science College also results in traffic congestion.

“Another reason for the traffic chaos is that matadors, cars and bikes coming from Talab Tillo Road, instead of moving straight towards Jewel Chowk, take a turn near the diversion towards GGM Science College gate, which is meant only for one-way traffic,” said Naresh, a resident of Jewel Chowk. Students of GGM Science College are also finding it difficult to enter the college due to heavy traffic.

Sometimes it takes them around 20 minutes to enter the college. “To reach Charan Dass Book Store, which is opposite the college, takes time as one cannot cross the road due to prevailing traffic chaos. The road towards the college campus is filled with dust due to the ongoing construction of the nullah, which passes through our college,” said Nikhil, a college student.

“Last year, in the Krishna Nagar locality, the main nullah wreaked havoc. Several bikes and scooters parked on the roadside got damaged and a few got washed away,” said Girish, a local.

Government allocates additional power to Jammu and Kashmir to meet their winter power demand

In view of increase in the power requirement in State of Jammu & Kashmir with the onset of winter, Government of India has decided to allocate an additional 792 Megawatts for Jammu and Kashmir. If the State requires more power, the Government of India will consider allocating additional power to the State.

The power requirement in the State is met from the generation from allocated share from central generating stations, their own power plants and power purchased from market. The peak demand of J&K during the current year (April to October, 2017) was 2,768 MW and the demand met was 2214 MW, thus, leaving shortfall of around 554 MW (i.e 20%). At present, around 70% of the energy requirement is being met from Central Generating Stations in the State.

The allocation of power to J&K from Central Generating Stations (CGS) is 2,397 MW. The supply from CGS includes power stations of NTPC, NHPC, SJVNL, NPCIL, NLC, etc.

Women Football players from J&K call on Union Home Minister Shri Rajnath Singh

A group of Women Football players from Jammu and Kashmir called on the Union Home Minister Shri Rajnath Singh here today. The 25 players, including three officials, formed the Team, - J&K “Chief Minister’s XI”, who played in the Indian Women’s League Football Championship held in Kolhapur, Maharashtra recently.

Of the 22 Girls, 11 are from J&K, - five from Kashmir Valley, four from Jammu region and two from Ladakh. Interacting with the Union Home Minister, the Girls drew his attention to the need for creating better sports infrastructure and facilities and providing more opportunities to fulfill the aspirations of the youth from the State.

Shri Rajnath Singh pointed out that an additional provision of Rs.100 crores has been specially made for upgradation of Sports facilities in the State.

“Met the young and energetic girls of J&K’s first ever Women Football Team. They are highly motivated and driven when it comes to football. Playing the role of new age ‘Gender Benders’, these girls are setting an example for others to follow. I wish them success and a great future,” said Shri Rajnath Singh in a tweet.

In a prompt gesture, the Union Home Minister spoke on the phone instantly with the State Chief Minister Ms. Mehbooba Mufti, conveying the concerns of the young players be promptly taken up for redressal.

Coach Satpal Singh said the J&K Sports Council has set up State Football Academies in as many as 19 of 22 total districts in the State. The J&K CM’s XI team comprises 11 Girls from other parts of the country including six from Haryana, three from Odisha, and one each from Bihar and Jharkhand. The induction of outside talent raises standards to enable the team come up to the national level, said team Manager Tsering Angmo.

Captain of CM’s-XI team, Afshan Ashiq said the youth is talented, there is only the need for a platform. For Afshan, who hails from Srinagar, her life and career made a remarkable U-turn since the days when her picture splashed in the national media as a stone pelter.

Her tender hands once hurled stones, but now as the team’s goalkeeper standing firmly at her goalpost, the same hands have warded off many a hard kick.

“I don’t want to look back; my life has changed forever, I want to be an achiever and do something proud for the State and the nation,” said Afshan, whose life story might soon hit the silver screen with a renowned Bollywood filmmaker planning to launch a biopic on her life.

On Tuesday, India’s largest telecom company Bharti Airtel announced the launch of 4G services in Dras, Kargil and Leh in the Ladakh region, saying that it has become the first operator to provide the high speed data services in the area.

“Customers in 130 towns and villages, including Kargil, Leh, and Dras, will now be able to enjoy affordable high speed data services and get on to the digital superhighway,” an Airtel statement said.

While the roll out in Ladakh region would provide fast data speeds to the local population, the 4G deployment will also ensure that tourists visiting the region stay connected to high speed data services, it said.

Popular spots such as Kargil War Memorial, Magnetic Hill, Shanti Stupa, Leh Palace, Thiksey Monastery, Lamayuru Monastery, Moon Land Lamayuru, Sakti towards pangong Lake, Stok Palace and Hall of Fame are now covered by Airtel 4G, it added.

“Airtel’s network teams and partners have overcome the challenge of extremely difficult terrain and harsh weather conditions, including sub-zero temperatures, to deploy a state-of-the-art 4G network in the region,” the statement said.

The latest roll out is part of ‘Project Leap’, Airtel’s network transformation initiative under which it has committed investment of over Rs 60,000 crore and created a nationwide 4G footprint extending from Ladakh to Kanyakumari and from Tawang to Kutch.

Bharti Airtel’s chief operating officer (India and South Asia) Ajai Puri said: “This is a major milestone for India and for Airtel. Having pioneered 4G roll out in India, Airtel has been committed to expanding its high speed data networks to every corner of the country and contribute to the Government s Digital India vision.”

Employees had a narrow escape when a fire broke out at the convergent journalism department of the Central University of Kashmir today. Officials said the fire broke out around 11 am. As its winter break, students were not present on the campus at the time of the incident.

They said three employee of the department received minor injuries. The department is being run from the fourth floor of a rented building in Nowgam, Srinagar.

The officials said the studio of the department, which had expensive equipment, had been completely damaged. They said the cause of the fire was yet to be ascertained and the damages faced by the department were being assessed. An eyewitness said some employees were rescued through the windows of the building.

He said equipment worth lakhs had been damaged in the fire. “Fire tenders rushed to the spot on time, which saved the rest of the building from getting damaged,” they said.

The Central University of Kashmir (CUK) was established in 2009. Since then, it has been functioning from a rented accommodation.

Prof Mehraj-ud-Din, Vice Chancellor, said the end semester examination of the university would be held on December 15 as per the schedule. The officials said a formal FIR had been lodged and a committee had been also been constituted by the university to probe the cause of the fire.

To deliver quality health services in peripheral hospitals, the Directorate of Health Services, Kashmir, has started super speciality services at the District Hospital, Pulwama, in south Kashmir.

The hospital has started weekly OPD consultations for gastrosurgery, oncosurgery, cardiology and urology, a directorate spokesperson said.

The hospital has been performing oncosurgeries on a routine basis whereas dedicated OPD super speciality consultations have been started from now onwards for better patient care.

Director, Health Services, Kashmir, Dr Saleem ur Rehman said the directorate had also started super speciality services in cardiology and endocrinology at the JLNM Hospital Rainawari, Anantnag and Baramulla.

City-based marine food exporter Devi Fisheries Limited stood first in marine export value and frozen shrimp exports at the national level and bagged awards from the Marine Products Exports Development Authority (MPEDA). Managing Director of the firm Yarlagadda Surya Rao received the awards from Union Commerce Minister Suresh Prabhu and Goa Chief Minister Manohar Parikkar, at a programme organised in Goa on Saturday.

Speaking to the media here on Sunday, Mr. Surya Rao said the awards were for the best performing marine food exporters for the fiscal 2016-17. “The award presentation function was held on the sidelines of the ongoing India International Sea Foods Fair in Goa,” he said.

J&K youth have immense unexplored talent: Dr Jitendra Singh

The Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space Dr Jitendra Singh said here today that youth of Jammu & Kashmir have immense unexplored talent and potential, which sometimes remains unutilized either because of lack of opportunity or lack of mentorship and grooming. The same youngsters, he said, when given a chance of a wider exposure, tend to expose themselves and excel in various fields.

Speaking at a get-together hosted by him for a group of nearly 30 young school children, comprising the J&K contingent participating in “Khelo India School Games”, Dr Jitendra Singh recalled when he was briefly holding the additional charge of Union Ministry of Youth Affairs and Sports in 2016, a mega Nehru Yuva Kendra festival was organised at Bhaderwah which offered a unique exposure to the local youth. During the same intervening period of additional charge, he recalled that one Sports stadium was sanctioned for each of the 22 districts of the State of Jammu & Kashmir.

Dr Jitendra Singh said that in changing context and current milieu, the youngsters also deserve to be provided opportunity to train and reorient themselves to the new requirements. Citing an instance, he said, the Kandi belt in Kathua district, for example, has produced great warriors in the past, but now, the talent of young boys in this region needs to be explored.

Under the leadership of Prime Minister Shri Narendra Modi, Dr Jitendra Singh said, this is one of the best times happening for peripheral States like Jammu & Kashmir and North East, because the Union Government accords highest priority to these States and is very liberal in offering every kind of support, financial or otherwise. He expressed the hope that the selection process of youth, particularly for sports should be based purely on objective merit without any extraneous considerations whatsoever. This, he said, will not only offer a fair chance to every youth according to his talent but would also reduce the chances of grievance among the youth, he added.

In the Northeast, Dr Jitendra Singh said, the DoNER Ministry had introduced Venture Capital Fund for young Start-Ups wishing to set up their entrepreneurship. Similar provisions, he suggested, could also be introduced in Jammu & Kashmir. Similarly, for generating jobs for youth, he said, special impetus have been given to organic farming in Northeast with the State of Sikkim in forefront while Saree, textile and handicraft of Manipur were being promoted through “Self Help Groups” of youth and women. A similar impetus could also be exercised in Jammu & Kashmir. He also referred to the two-day Global Investors' Summit held in Guwahati, as a result of which, leading business houses had, on the spot, announced huge investments with consequent job generation for North Eastern region.

Shri Narendra Singh Tomar reviewed various Rural Development Programmes being implemented in Jammu & Kashmir

Union Minister of Rural Development, Panchayati Raj and Mines Shri Narendra Singh Tomar today reviewed status of various Rural Development programmes being implemented in Jammu and Kashmir. Shri Thomar said that MGNREGA has provided employment to 6.23 lakh households in FY 2016-17 with a substantial increase in the average number of person-days per household. Job cardholders in J & K had got around 51 days of wage labour, which has been increased from 36.4 days in FY 2014-15 to around 51 days in FY 2016-17. Jammu and Kashmir has also reported increase in total expenditure under MGNREGA and spent Rs. 842.10 core during FY 2016-17. Shri. Tomar said that during the current financial year, Central Government has released around 993.70 cores to J & K, which helped Government of J & K to provide 229.6 lakh person days of wage labour during FY 2017-18. Minister noted that in the current financial year MGNREGA funds are also used to create individual livelihoods assets like Vermi/NADEP Compost Tanks and community assets such as Aaganwadi Centres (AWC). Government of J & K has requested to consider construction of bunkers/shelters and snow cleaning as permissible activities under MGNREGA.

The Minister said that as per Socio Economic Caste Censes (SECC), Jammu and Kashmir has nearly 2.65 lakh households which are eligible for houses under the Pradhan Mantri AwasYojana (Gramin) scheme. Out of this, nearly 65,753 households are to be completed by March 2019. During FY 2017-18, J & K is required to complete a target of 21,752 houses. The Minister directed concerned officials to expedite the work under PMAY (G) and also asked department of RD & PR to upload the progress on Awaassoft on a regular basis. The Minister had also requested the state government to release matching grant and spend the unspent funds available under PMAY (G) and submit the proposal for the 2nd instalment of the special project for rehabilitating 3821 BPL families whose houses were completely damaged in floods. The Minister shared that NIRD & PR has been developing low cost, easy to replicate housing technology such as brick making. He advised J & K team to visit NIRD, Hyderabad and adopt the technology in the construction of PMAY (G) houses. Minister has also advised to involve SHG women in the production of material for house construction.

Under Pradhan Mantri Gram Sadak Yojana, more than 8115 km of roads have been constructed and 1480 habitations have been provided all weather roadstill January 2018. Since 2014-15, the Ministry of Rural Development has released about Rs. 1979 crore as central share to Jammu and Kashmir. Out of which Rs. 1667 crore has been spent and works amounting to Rs. 5053 crore is ongoing in Jammu and Kashmir. The minister noted that as on date, 1155 works with a road length of 6673.4 Kms are pending. He asked to expedite the work and ensure connectivity of remote villages on a priority basis. The Government informed that for phase X projects, compensation for acquiring forest and land for construction of roads require around Rs. 800 crores. PWD department officials informed that the work will be started once the land acquisition is completed.

Under Deendayal Antyodaya Yojana- National Rural Livelihoods Mission, since 2014-15, more than 19000 Self Help Groups (SHGs) have been promoted in J & K. These SHGs have been provided a capitalization support of Rs. 68.6 crore from the Mission. The Government is also facilitating women SHGs to access bank credit. Due to the efforts made by the Mission, SHGs accessing bank linkage has doubled from 1831 SHGs in 2014-15 to 4158 SHGs in FY 2017-18 (Jan’18). In order to promote self-employment, MORD had launched Start Up Village Entrepreneurship Programme (SVEP) to support rural entrepreneurs. SVEP has been initiated in two blocks Basholi (Kathua district) and Lar (Ganderbal district). Under SVEP, an amount of Rs. 2.09 crores have been released against the proposed outlay of Rs. 9.31 crore

As part of Hon’ble Prime Minister Shri Narendra Modi’s development package for reconstruction of J&K, 1 lakh youth are to be trained on wage employment under the Himayat scheme during 2016-2019. Sh. Tomar informed that his ministry has approved an action plan of skilling 1.24 lakh youth (additional 24000 youth to be trained from the existing targets) during 2016-19 at an estimated cost of Rs. 1581 crore. The central government has been providing necessary funds to meet the targets. The Himayat Project Mission Director, informed that nearly 8000 youth have already been trained while 1091 are currently undergoing training. Multiple projects have been sanctioned by the State Level Project Review Committee (SLPRC) in the recent past and it is expected that the number of youth trained will increase exponentially in the near future. The Minister noted that the State Government need to expedite sanction and release of funds for the projects approved by the SLPRC on 13th September, 2017.Under the RSETI programme, nearly 15000 candidates have been trained during FY 2016-17 and 2017-18. The officials informed that about 9500 candidates have been settled under the scheme from April 2016 till Jan 2018.

Under the National Social Assistance Programme, nearly 1.4 lakh persons availed benefit under the old age pension scheme in 2016-17, 8334 women were covered under the Widow Pension scheme, about 2800 persons under the Disability pension scheme while 392 families received assistance under the National Family Bereavement Scheme.The total expenditure reported for the year 2016-17 was nearly Rs. 49.5crores against releases amounting to Rs. 45.7crores. The minister emphasised that the State government should strive for 100% Aadhar seeding and 100% Aadhar Based Payment (ABP) to NSAP beneficiaries. The Minister advised to conduct gram sabhas for inclusion of any left-out families in the SECC and send list of families to be added in the SECC data latest by 31st March 2018.

In the meeting Shri. Abdul Haq Khan, Minister for Rural Development & Panchayati Raj and Law & Justice, Government of Jammu and Kashmir and senior officials from Department of Rural Development and Panchayati Raj had participated. Shri. Khan informed that his department has been focusing on rural livelihoods, sustainable agriculture,wage employment, skill development, creating infrastructure under MGNREGA in rural areas. He assured that his department will take necessary steps to expedite development activities and use the central assistance for development of Jammu and Kashmir. Shri. Khan reiterated that his department will ensure implementation of all the development activities as per the vision of Hon’ble PM, Hon’ble Chief Minister, J & K and Minister, Rural Development. Shri Khan also thanked Shri. Tomar for supporting various development programmes in Jammu and Kashmir.

A group of students from North Kashmir calls on Dr Jitendra Singh

Challenge in Kashmir for the government is to create enabling atmosphere for youth to fulfill their aspirations: Dr. Jitendra Singh

A group of 50 school and college students from five districts of North Kashmir called on the Union Minister of State (Independent Charge) of the Ministry of Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr Jitendra Singh here today. Interacting with the students, Dr. Jitendra Singh said the challenge in Kashmir for the government is to create enabling atmosphere for youth to fulfill their aspirations. He said that there is no dearth of talent among the youth of Jammu and Kashmir and gave out examples of several toppers from Kashmir in the Indian Administrative Services (IAS) and premium Institutions like the IIT over the last few years. The Minister advised them to assert their rights before authorities to avail of opportunities and facilities for realising their dreams. Dr. Jitendra Singh said that the militancy of over 25 years has hindered the progress of Jammu and Kashmir. He said, the third generation youth in the state today has an added responsibility to create such atmosphere in the state where all youngsters can progress. He said the state has bountiful natural resources and talent to make it at par with any developed state.

The students from the districts of Baramullah, Kupwara, Handwara, Sopore and Bandipura in the North Kashmir Range are on an outreach programme “Mini Bharat Darshan” organized by the J & K Police. The students have been selected for their excellence in their academics and extra-curricular activities in their institutions. They will be touring various other states to get familiar with the vast and diverse culture of the country.
