The Centre sanctioned 78% of the ₹80,000-crore development package for Jammu and Kashmir announced by Prime Minister Narendra Modi in 2015, Home Ministry officials said on Saturday.

Home Minister Rajnath Singh reviewed the progress of the implementation of the projects under the package at a meeting with Chief Minister Mehbooba Mufti, Deputy Chief Minister Nirmal Singh, Chief Secretary B.B. Vyas and officials from his Ministry here.

The Centre has already sanctioned ₹62,599 crore which amounts to 78% of the total cost of the package, officials said after the meeting.

The total cost of the package is ₹80,068 crore for 63 projects. The package includes assistance for rehabilitation of flood- affected people; ₹1,200 crore were given for the purpose and the project is complete now, they said.

The project also includes the four-laning of the Chenani-Nashri section of the National Highway, which has also been completed.

The cost of this project, which includes the longest road tunnel in India, was ₹781 crore.

Mr. Singh also reviewed the rehabilitation package for Jammu migrants implemented under the package.

Union Home Minister visits J&K Police Lines and CRPF Camp in Anantnag

Bullet proof vests and vehicles to be provided at all police stations: Shri Rajnath Singh

Union Home Minister Shri Rajnath Singh visited the Jammu and Kashmir Police Lines and CRPF camp in Anantnag district today. He was accompanied by the State’s Deputy Chief Minister Dr. Nirmal Kumar Singh and Union Home Secretary Shri Rajiv Gauba.

On the second day of his visit to J&K, Shri Rajnath Singh also paid rich tributes to Constable Imtiyaz Ahmed, who was killed in a terrorist attack on a police patrol yesterday barely a kilometer away from the venue of today’s meeting of the Union Home Minister at the J&K Police Lines, and Assistant Sub Inspector Abdul Rasheed who was martyred in a terrorist attack in Anantnag last month.

“This is not an ordinary sacrifice, this is the supreme sacrifice,” said Shri Rajnath Singh, addressing the J&K Police personnel. “I am short of words to salute your bravery in the line of duty, even the Prime Minister has praised your courage,” he added. The Union Home Minister said it’s not only the J&K State, but the whole nation is proud of the bravery and valour of the Security Forces in facing the terrorism sponsored by the neighbouring country.

Shri Rajnath Singh said the Government is fully aware of the extremely challenging circumstances the Police and Security Forces are working under, and is making all out efforts for the security and welfare of the Police and Paramilitary personnel. He said a trauma centre has been sanctioned and bullet proof vehicles will be provided at all police stations in the State. The Union Home Minister said the Centre has also released adequate funds for procurement of bullet proof vehicles vests and latest equipments for Police Stations.

The Union Home Minister said that the nation is indebted to the supreme sacrifices and no amount of money can compensate these sacrifice. He said we will again make J&K into a “heaven on earth” and no force can stop the country from achieving this goal. Shri Rajnath Singh said this is his fifth visit to the State within the space of a year. Reiterating the commitment of the Prime Minister Shri Narendra Modi, the Union Home Minister assured that the Centre will provide all assistance to the State, including resolving the Housing problem of the jawans.

The Union Home Minister later addressed a Sainik Sammelan at the CRPF 90 Battalion Camp in Anantnag. “Courage is not something that can be bought from the market; you are born with unassailable and unmatched courage,” he said. Assuring that the Centre is ready to extend more facilities to the CRPF personnel, Shri Rajnath Singh said the Government will consider providing helicopter services to the CRPF personnel in J&K. The Union Home Minister said, “It is my aim to provide at least Rs. 1 crore to the families of our martyrs from the CAPFs.” He said the Government launched the “Bharat ke Veer” portal to support the families of our martyrs and the nation as a whole has given tremendous support to their cause.

The Union Home Minister also interacted with the J&K Police and CRPF personnel.

Earlier, addressing the State Police personnel, Director General of Police, J&K, Dr. SP Vaid underlined the need for providing a safe and secure environment to the families of the Police personnel. Despite inadequate infrastructure and maintenance grant and the enemy’s nefarious designs to demonize the Police personnel through the social media, they are performing the most difficult task with utmost bravery and devotion.

Cabinet approves Extension of time period of the Scheme "Special Industry Initiative for J&K" (Sll J&K) - Udaan

The Cabinet Committee on Economic Affairs chaired by the Prime Minister Shri Narendra Modi, has approved the proposal of the Ministry of Home Affairs for extension of time period of the Scheme "Special Industry Initiative for J&K" (Sll J&K)- Udaan till 31st December, 2018 without any modification and cost escalation. Initially the time period of Udaan was upto 2016-17.

Udaan provides exposure to the youth of J&K to the best of corporate India and corporate India to the rich talent pool available in the State. So far, 109 leading Corporate have partnered with National Skill Development Corporation (NSDC) under UDAAN with a commitment to train youth from the State covering Organized Retail, Banking, Financial Services, IT, ITES, Infrastructure, Hospitality etc. So far, 34,587 candidates have been selected of whom 31,903 candidates have joined, 22,237 candidates have completed the training, 7,649 are undergoing training and 14,694 have been offered jobs.

In spite of four months of unrest, the scheme has gained a good momentum and pace of implementation has been the best during FY 2016-17 since its inception. More than 12,000 candidates had joined training and nearly 10,000 candidates were offered jobs. 140 mega selection drives were held so far covering all districts of the State.

Udaan is a national integration scheme with the goal to mainstream J&K youth with rest of the country. The scheme not only provides skill enhancement and job opportunity but also connects these bright youths from the J&K with the vibrant corporate sector of India.

Dr Jitendra Singh interacts with students from Jammu & Kashmir

The Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh today interacted with a group of students from Jammu & Kashmir, currently on a visit to the Union capital. The students were mostly in the age group of 16 to 20 years and were mostly studying in different government schools or government degree colleges in Jammu and Kashmir.

In a lively interaction, Dr Jitendra Singh answered a wide range of questions from the students and also responded by offering his views on a number of current topics as well as elaborating several youth-centric initiatives taken by the Union Government. He said, these young students are going to have the privilege of being the architects of New India which is soon going to emerge as a global power. He said, most of the students in this age group have their aspirations but need to work out their inner aptitude and their inner capacities.

Dr Jitendra Singh said, they have the privilege of being globally connected with their counterparts across the world. Many of them, who have moved out to other parts of the country, have made name for themselves at a young age.

The students thanked the Minister for this interaction. Some of the students also demanded his support for improving sports facilities in these districts.

Arrangements were made for the students, most of whom were visiting Delhi for the first time, to visit the museum of Rashtrapati Bhavan which was a rare and unique experience for them at this tender age. In addition, they went for sightseeing to historic destinations like Red Fort and Qutub Minar. Dr Jitendra Singh suggested that a visit could also be arranged for them during the Parliament session so that they can witness the proceedings.

HUA Minister Shri Hardeep Singh Puri assures J & K of support in urban sector

J & K Deputy CM Dr.Nirmal Singh takes up State issues with Shri Puri

Minister of Housing & Urban Affairs Shri Hardeep Singh Puri today assured the Government and the people of Jammu & Kashmir of priority consideration and all possible assistance in all matters of urban development. This assurance was given when the Deputy Chief Minister of the State Dr.Nirmal Singh met Shri Puri here today and discussed various projects relating to J & K. They discussed progress and implementation of urban sector projects in the State.

Dr.Nirmal Singh has sought help in River Front Development along a 4.50 km stretch of Tawi River along the lines of Sabarmati River Front Development, completion of Sewerage Project of Greater Jammu sanctioned under JNNURM earlier, inclusion of Katra and Udhamput under Atal Mission for Rejuvenation and Urban Transformation (AMRUT) for basic infrastructure development etc.

The Deputy Chief Minister informed Shri Puri that the Sewerage Project of Srinagar, sanctioned under JNNURM is progressing with additional central assistance released by this Government.

Shri Puri directed the concerned officials in the Ministry to have the River Front Development proposal under the Smart City Plan of Jammu. After further consultations with the State Government on mobilization of resources for the sewerage project in Jammu including its financing under the ongoing urban missions, NBCC will be directed to resume the project works, Shri Puri assured. On the inclusion of two more cities under AMRUT, he said 500 cities have been included in this mission based on certain criteria and will have the possibility in this regard considered, he informed Dr.Singh.

Referring to details of various projects sanctioned and investments approved for J & K under various new urban missions, Shri Puri urged the Deputy Chief Minister to speed up their implementation so that the intended outcomes were realized within the specified timeframes. He referred to providing new water supply connections to 1.08 lakh households in the State under Atal Mission.

Schemes to bring a massive transformation in the lives of millions of youth, says Minister

The Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh participated in the MUDRA Promotion Campaign in Srinagar, Jammu and Kashmir today.

Speaking on the occasion, Dr Jitendra Singh said the Pradhan Mantri Mudra Yojana and Stand Up India are the two major schemes initiated by the Prime Minister Shri Narendra Modi that will bring about a massive transformation in the lives of millions of youth across the country.

Dr Jitendra Singh said job and placement are the two key words in the lives of millions of educated youth, therefore schemes like Mudra Finance were inspired by the idea of employability rather than employment. He said schemes like Mudra reflect the sensitivity of the Government towards the need for a behavioral shift that is required of the people to inculcate certain values for sustainable progress. We believe these schemes will usher a change in mindset of people in general from seeking employment to self-employment and then towards job-providing, he added.

Dr Jitendra Singh further said technology is also being leveraged to expedite the economic progress. We also need to be innovative in our approach at the level of State Government. We have unexplored resources within the state. He said that the first thing we need to do is to assess the skill-profile required to explore and exploit these local resources. Then only can we properly train the human resource available and leverage the whole process for the overall development of the state.

Later Dr Jitendra Singh along with other dignitaries visited the stalls set up by the participating banks, insurance companies and other agencies including UIDAI, SIDBI, NPC (National Payments Corporation), JKEDI, Tourism Department, Horticulture and Handloom. J&K State Finance Minister Mr. Haseeb Drabu, Principal Secretary Finance, J&K, Shri Navin Kumar Chawdhary and Chairman, J&K Bank, Mr. Parvez Ahmed were also present during the function.

Few films were also screened on the occasion. These films depicted the Stand-Up India and Mudra schemes besides highlighting the beneficiaries of Mudra Scheme who have availed loans and succeeded in realizing self-employment besides helping others to earn. A symbolic transaction for a small purchase was also effected on the occasion through BHIM App, which is a UPI application for electronic fund transfer.

Power Minister reviews the Power Sector Development in Jammu & Kashmir

Union Minister of State (IC) for Power and New & Renewable Energy, Shri R.K. Singh reviewed power sector development in the State of Jammu & Kashmir in Srinagar today. The senior functionaries from Ministry of Power, Government of India, Central Power Sector Undertakings (CPSUs) and key officials of Government of Jammu & Kashmir were also present during the review meeting.

During the review, Shri Singh reiterated the commitment of Government of India to provide uninterrupted reliable power supply to all the citizens of the country including Jammu & Kashmir and advised all concerned to ensure electrification of remaining 100 census villages by December 2017. These villages exist in remote areas with difficult hilly terrain in the districts of Kishtwar, Kupwara, Reasi, Bandipore, Leh, Kargil & Rajauri. Electrification of these villages would ensure electricity access to 100% census villages of the State and catalyse desired improvement in the quality of life of people of the State and also create new opportunities for economic activities and jobs for the youth. The CPSUs of Government of India are providing requisite support to Government of J&K for implementation of these projects.

During the visit, Shri Singh emphasized on expeditious implementation of projects sanctioned by Government of India under Deen Dayal Upadhyaya Gram Jyoti Yojana (DDUGJY), Integrated Power Development Scheme (IPDS) and Pradhan Mantri Development Plan (PMDP) for strengthening of transmission, sub-transmission and distribution system of the State. Apart from transmission & distribution, the status of generation and availability of power supply was also reviewed. Effective implementation of these projects would ensure availability of a robust electricity infrastructure in the State to realise the goal of ‘24x7 Power for All’ at affordable prices, Shri Singh said.

Shri Singh also emphasized upon desired improvement in operational efficiency in distribution sector including billing & collection efficiency to ensure financial sustainability. Further, the officials of Government of J&K were also advised to initiate preparatory activities for implementation of new scheme ‘Saubhagya’, recently launched by the Prime Minister of India, Shri Narendra Modi for providing last mile connectivity and electricity connections to all remaining households in the country and assured all kind of support from Government of India.

During the day, the Minister also met the Governor, Shri N. N. Vohra and Chief Minister of the State, Ms. Mehbooba Mufti and discussed about faster implementation of power projects in the State so that the people of J&K get 24x7 Quality Power at affordable prices.

They are in the city as part of Operation Sadbhavana
On Thursday, a group of 19 high school students from Budgam district of Jammu and Kashmir met Major General K.S. Nijjar, General Officer Commanding of Karnataka and Kerala Sub Area.

In the city as part of Operation Sadbhavana, the young boys arrived on October 9 and visited Army Public School, Rashtriya Military School, Visvesvaraya Industrial and Technological Museum, aquarium, art gallery and other places in Bengaluru. They are accompanied by two teachers from Budgam.

This batch got a chance to hear about the latest advancements in the field of science and technology and software industry. They were also provided information about employment opportunities. “The interaction of children from terror affected regions of Jammu and Kashmir with a large cross-section of the society will help bring about a significant awaking amongst the participants,” a statement from the Ministry of Defence said.

POWERGRID completes Govt.’s prestigious project extending Grid connectivity to Leh-Ladakh region in J&K

First-time ever in India that any 220kV voltage level substation is built at a high altitude of over 11,500 ft.

POWERGRID has successfully completed and charged 220 kV S/c Leh - Khalsti Line section of 220 KV S/c Alusteng (Srinagar) - Leh Transmission line, along with 220/66 kV GIS sub-stations at Leh and Khalsti on 31st Oct'17. This is the first time in the country that any 220kV voltage level substation is built at such a high altitude of over 11500 ft.

This is a prestigious project of Govt. of India for extending Grid connectivity to difficult Geographical areas of Leh- Ladhakh Region in Jammu & Kashmir. Foundation of this strategically important project was laid by the Prime Minister in Aug.’14 (12.08.2014). Implementation of Srinagar-Leh Transmission System has been entrusted to Power Grid Corporation of India Limited (POWERGRID).

Commissioning of these elements will facilitate delivery of power from the Nimmo Bazgo (3x15MW) Hydro-electric power stations in Leh/Ladhakh Region, with reliability.

Balance sections of this project, namely Khalsti-Kargil-Drass-Alusteng(Srinagar) section is under progress, which upon completion, will facilitate Transfer of power to Ladakh region, directly from Northern Grid, in all seasons, with reliability.

Dr Jitendra Singh meets senior officers of Jammu and Kashmir cadre

Minister asks officers to expedite development projects in J&K

The Union Minister of State (Independent Charge) of the Ministry of Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr Jitendra Singh met the senior officers of Jammu and Kashmir cadre, here today. The officers are posted in various Central ministries of the Union Government in the National Capital.

While interacting with the officers, Dr Jitendra Singh said that the Government led by the Prime Minister Shri Narendra Modi accords high priority to the peripheral states and it has taken various initiatives for the development of these regions. He further said that this meeting is also an initiative of the Prime Minister and the purpose of this meeting is to provide a platform to the officers of the same state and give them an opportunity to share their views and experiences to expedite the various development projects in Jammu and Kashmir. He further said that this will help the officers in implementing the Central Government schemes in a much better manner for their state as they have the ground experiences of working there for a long time. Similarly, this initiative will motivate the J&K Government officials to work for the development of state in a more pro-active manner, he added.

During the meeting, various issues were discussed such as Prime Minister’s scholarship scheme for students, connectivity issues including physical, broadband & aviation connectivity, intra-state and inter-state connectivity, setting up of India Institute of Management (IIM) in Jammu, renovation & upgradation of stadia, among others. The connectivity will help in boosting trade and commerce related activities in the state and thus create employment for people. The officers emphasized that there is a need to make more use of information technology in offices’ functioning in Jammu and Kashmir e.g. e-filing system in the offices. The officers also said that various initiatives of the Government have influenced the state in a great manner, demonetization being one of them.

Dr Jitendra Singh said that the officers from J&K should sit together and discuss how best the Jammu & Kashmir Government can be benefitted from their experience of working in the Central Government. The Minister emphasized upon the synergy between the officers posted in Delhi and the officers posted in Jammu & Kashmir. Both should supplement each other’s efforts, he added. He further emphasized that more youth-centric initiatives are required in the state to channelize the energies of youth in a right direction. He stressed upon the job creation for them based on skill development training as per their requirement and specific region.

The Minister said that the youth of J&K are very progressive and their potential should be explored. The Minister expressed happiness over the fact that many students from J&K are making to the IITs. Every year some students make it to toppers’ list of Civil Services Examination, he said. The Minister said that the construction of world’s largest railway bridge is on full swing over river Chenab. The Minister also highlighted various other initiatives taken by the Central Government such as self-attestation of documents and others.

1.5 MW Small Hydro Power Plant in Biaras Drass, Kargil (J&K) becomes first project to be commissioned under Prime Minister's Ladakh Renewable Energy Initiative

Power Project would meet normal power requirement of about 1000 families

The Biaras Small Hydro Power Project (SHP) of 1.5 MW capacity, in Biaras Drass, Kargil Jammu & Kashmir, was commissioned on 4th November 2017. The total cost of the project, fully funded by the Ministry of New & Renewable Energy, is Rs. 17 crores and this is the first project to be commissioned under the Prime Minister's Ladakh Renewable Energy Initiative (LREI).

The plant will power the Drass town in Kargil, which is one of the coldest places in India. Power from Biaras SHP would be sufficient to meet normal power requirement of about 1000 families, which would make them comfortable in the extreme winter season. The project has been developed by Kargil Renewable Energy Development Agency (KREDA) under Ladakh Autonomous Hill Development Council.

Chief Minister Mehbooba Mufti today released Rs 1 crore for improving drinking water facilities and expediting development projects in Anantnag district of south Kashmir.

Mehbooba was attending a public outreach ‘durbar’ at Anantnag. She issued several directions to state departments on the basis of the demands put forth by residents.

A deputation of residents from Breng demanded construction of an office complex at Kokernag, adequate funding for a local water supply scheme and putting Margan Top and other spots on the tourist map. It also demanded bringing the Kachwan-Matigawaran areas on the cellular connectivity network.

The Chief Minister ordered release of Rs 10 lakh for the beautification of Hill Park.

Another deputation from Chek Ishardass sought strengthening of drinking water facilities in the area and setting up of a girls’ middle school in the area.

Mehbooba directed release of Rs 40 lakh for strengthening the drinking water supply in the area by constructing wells. A deputation of people from Dethoo, Kothar in Shangus demanded upgrade of the local high school. They also demanded improved water distribution and health facilities in their areas.

Mehbooba ordered release of Rs 20 lakh for improving the PHE distribution network in the area. A deputation from Bijbehara sought early completion of the local hospital, an ITI, filtration plant and completion of beautification work on the Jhelum banks in the town. They also demanded de-silting of Marche Khul and construction of concrete lining on the Shahjoe canal.

The Chief Minister directed the Deputy Commissioner to undertake a drive to clear all encroachments on the banks of rivers and water bodies. She also announced Rs 10 lakh for completing works at a local hospital.

Ancient fort found in Rajouri district

Jammu, Nov 11 (PTI) An ancient fort has been discovered in Jammu and Kashmir's Rajouri district, prompting the local administration to set up a team for its demarcation, preservation and protection, an official spokesman said today.

The ruins of the ancient building were found on top of a mound covered with grass and trees along the Jammu-Rajouri national highway, he said.

They inspected the ruins of the ancient fort where the remnants of walls, courtyard and barracks can be vividly seen, the spokesman said.

He said the district administration has constituted a three-member team headed by Assistant Commissioner Revenue Abdul Qayoom Mir for the demarcation of the ancient site and initiate measures for its preservation and protection.

"Preliminary survey found the ancient structure spread over an area of 2 Kanals (0.25 acres). However, the exact details of the site will be assessed only after scientific excavation of the site," the spokesman said. He said the architecture of the fort is similar to the Rajouri Fort and the ancient Sarais along the Mughal Road.

The time of the existence of the fort could not be ascertained immediately and the matter is being taken up with the Archaeology Department for taking over this ancient site and initiating measures for its preservation and protection, he said. PTI TAS

Jammu and Kashmir minister Chowdhary Zulfkar Ali today said that Point of Sale (POS) machines will be installed in all fair price shops and ration depots across the state.

Terming it as the biggest reform in bringing transparency in the Public Distribution System (PDS), he said these machines are connected to a server that uploads every transaction on a portal that can be monitored from any part of the country at anytime.

“These Aadhaar-linked POS machines also display prices, the weight of items and the credentials of a consumer. This leaves no space for any malpractice in the system,” the Minister for Food, Civil Supplies and Consumer Affairs said after giving a POS machine to a government sale depot in Vijaypur.

“The government is also mulling to introduce smart cards for the distribution of ration among the consumers,” he said.
