Sri Lanka cant be attached to BBIN network because its a road network. Which is why Sri Lanka is attached to the BIMSTEC group - a maritime group.

And we are already building highways to Myanmar. Right now don't have road connectivity to Myanmar, the entire border is dense jungles.
