The present arrangement suits both. Pakistani side gives intelligence and US the firepower. If pakistan does both, who will it blame for bad intelligence or civilian casualty.

It will take the blame upon itself as it did with an earlier for strike that killed innocents. Not every single drone strike is coordinated with Pakistani intelligence. The Americans have their own human assets on the ground as well, and a number of strikes are conducted without Pakistani input.

In any case, denial is no longer workable in any case, as can be judged from the comments on this forum and elsewhere, so taking ownership will be an improvement in the situation.
