It is because the democratic institutions in Bangladesh is very weak or non-existent. So both ruling party and oppositions look to external players to ascend to power. Bangladesh's politics is such a mess and vengeful that whoever win a election dedicate state power to only one goal, to cling on power and vanquish the opposition. Personal and family enmity between two party dynasty is the main reason, as well as alternate version of history. Awami League is more to blame here. BNP was less experienced and less shrewed in vengeful politics, could not use state mechinary as maticulously as AL to destroy the oppositions when they were in power. Result is that AL in power for 15 years while BNP suffering the consequence. Awami League is a political party at the vanity bag of a lady who has a life long trauma. One can not expect any better from a woman who bear life long trauma leading a country.

BNP never really was built up from grasroot the same way AL did, for obvious reasons. BNP was created in order to present Zia, a military dictator ( albeit a benevolent), as a democratic president.

BNP also made major blunder by not focusing on nationbuilding. Although it had private sector friendly policies, it never had large scale long term policies like the current AL government. In that aspect BNP betrayed Zia, because Zia himself was a visionary leader who had ideas for nation building and implemented many projects during his relatively short rule.

BNP still today lacks a alternative idea for what it want Bangladesh to become. It has no equivalent to Hasinas ideas for BD 2040 goals.

AL was created organically and will always belong to the grassroots.

BNP is a militaristic top down party. Its members know it is the party of Zia and are not as passionate for that reason. Which is why BNP needs the mullahs for Street agitation.

But the Mullahs can be easily bought off and are indisciplined to be of any use.

BNP will go the way of all family firms.

Bangladesh has so many disparate (US, EU, India to China) stakeholders - Mullahs do not have the head or patience for such a task.
