I would have to say, our engineers are doing a fine job in taking care of the APCs and updating them
Who controls air-defense? It depends on the military's organization. Usually, man-portable SAMs and self propelled AA platforms are handled by the army.

Even though air force can take care of airborne threats with air-to-air missiles, they still need to defend their aircraft from enemy air attack since they are always very valuable targets for the enemy.
Some countries do not even have a dedicated air-defense force. The USA for example designates that responsibility to their air force. Their strategic air-defense is domain of their air force, even if their missiles are launched from fixed installations. This approach is better rather than having a dedicated air-defense wing.
And since Bangladesh has many densely populated areas, it is important to protect areas of high populations. Area defense is opposed to point defense. That is, they focus on an entire area. Area defense systems have medium to long range capabilities, and can be made up of various other systems and networked into an area defence system. This is where many short range systems are combined to effectively cover an entire area. This system can not only bring down enemy aircraft, but also cruise missiles.
This approach of area defense was very effective during the Gulf War. The MIM-104 Patriot was used for the area defenses of Israel and Saudi Arabia against Saddam's SCUD missiles. There are other similar systems available.

Is it realistic that China will sell J10's to BD? Would they not be concerned about tech transfer issues to our neighbour? I have heard there has been a lot of trouble about this.

Answer is 0.
Many of our weapons come from China. In fact, it is Bangladesh's largest weapons supplier, and has good relations with it.
China makes good jets now. Other than the F-22 or the F-35, they can match against its Western counterparts.
But, most of the good ones aren't easily available in the export market due limited production and security reasons behind such advanced jets. This includes the J-10. The PAF will receive only a handful of them (approximately 36) by sometime near 2015.
There is the USA and UK. We have good relations with both of them. Even though they are easily available on the market, their jets cost money. They are also very costly to maintain which includes - spares, missiles and other components; all of which usually originate from the country of the jet's origin.
Our problems are lack of money and lack of resources to actually maintain advanced systems that Bangladesh would need to counter any threat, even from India.
And of-course as you mentioned in another post in this thread, there is a lack of actual commitment in...pretty much anything. Those are some of the reasons why I didn't join the air force.
One way or another, Bangladesh defense would initially always have to rely solely on some country or power bloc before becoming fully self-sufficient. The self-sufficient part is something India doesn't want in the long runright from the beginning.
Good news, if it turn into reality too.
Who will pay for these fighters? BD Govt should start stocking revenues to buy J10s in a 7-10yrs.
Why doesn't BAF go for more Mig-29's or even better Mig 35, since you guys already operate a squadron or two of Mig-29's?
Bangladesh has to go for defense systems not used by India.
If Bangladesh buys Jf-17 , we cannot have the chance to rule out Indians evaluating those aircraft i mean through friendly military exercises etc...
The best options of BAF are Jf-17 and Tejas Mk1 as they are only cheapest and some what best fighters at that cost.

Quite the logic, the fact that BAF pilots already have experience in Mig-29s obviously don't count.
