Finance minister should say for his department. A committee is on the way to investigate about it.
And this minister came to conclusion out of nothing.

Grid failure can occur anywhere in the world. Nothing to feel bad about It is just easy to deal with a 6 hour grid failure than investing 100s of millions of dollars in P&C equipment at every substation for poor countries like ours.
