Baltic countries request permanent NATO troop presence

VILNIUS, Lithuania — The three Baltic countries are asking NATO to permanently deploy an army brigade to Estonia, Latvia and Lithuania as a deterrent against an increasingly assertive Russia.

The chiefs of defense of the three countries are presenting the request in a joint letter this week to NATO's supreme allied commander in Europe, said Capt. Mindaugas Neimontas, spokesman for Lithuania's chief of defense.

"It is necessary because of the security situation," Neimontas told The Associated Press on Thursday. "It's not getting better in our region, so it will be a deterrent."

The Baltic countries — former Soviet republics that regained independence amid the collapse of the Iron Curtain two decades ago — have been alarmed by Moscow's intervention in Ukraine and the increasing activity of Russian forces exercising in the Baltic Sea region.

NATO forces, including from the U.S., have also stepped up their exercises in the Baltics and other Eastern European nations in the wake of the Ukraine crisis.

But Neimontas said the Baltic countries are asking for a permanent presence of brigade-sized unit, with one battalion of 700-800 troops in each country.

The troops would be stationed in the region on a rotational basis, similar to NATO's air policing mission, in which the air forces of NATO countries take turns patrolling Baltic airspace.

Vladimir Chizhov, Russia's ambassador to the European Union, said the request of the Baltic states was motivated by "local politics rather than a genuine security situation."

"Because nobody is threatening the Baltics — at least, nobody that I know of," he said.

NATO chief tight-lipped on Baltic call for permanent brigade - EN.DELFI

  • NATO Secretary General Jens Stoltenberg has so far refused to elaborate on the Baltic call for deployment of a permanent brigade in the territories in an effort to deter Russia.

Speaking at a news conference in Turkey about the letter in preparation in the three Baltic states in this respect, the NATO chief stressed that the Alliance's presence in the region had already been enhanced, adding he would only be able to comment on the request after seeing the letter.

"When we see the letter, we will carefully assess the specifics of it," Stoltenberg said at the final news conference after the meeting of NATO foreign ministers in Antalya.

Earlier on Thursday, spokesman for the Lithuanian Armed Forces confirmed that the three Baltic states of Lithuania, Latvia and Estonia would ask NATO leadership to deploy a permanent brigade.

A joint letter of the three Baltic chiefs of defence in this respect will be sent to Commander of the US European Command General Philip Breedlove, said Captain Mindaugas Neimontas, spokesman for the Lithuanian chief of defence. "We seek a brigade-sized unit to have a battalion in each of the Baltic states at all times," he added.

A brigade-sized unit usually consists of 2,000-3,000 troops.

The three countries have been each hosting a company of US troops – about 150 – since last year. Other Allies are also sending their soldiers for exercises to the region, however, this is not done on a regular basis.

Some European countries, including Germany, are sceptical about the proposals to station permanent Allied bases in Eastern Europe, saying this would breach the 1997 agreement between Russia and the Alliance.

Baltics should have laid groundwork before asking for NATO troops, expert says - EN.DELFI

  • The Baltic states should have verified positions of Allies before submitting the request to NATO to deploy a military brigade in their territories, says Ramūnas Vilpišauskas, the director of Vilnius University's Institute of International Relations and Political Science.

"It would have been best to check the possible reaction of partners in NATO, particularly the reaction of NATO's main countries, through diplomatic channels before sending the letter," the political expert told BNS on Thursday.

"If there were reasons to hurry – possible there were reasons that the public is not aware of – without laying the diplomatic groundwork, they should have tried keeping it confidential," said Vilpišauskas.

In his words, "the risk now is NATO's response to the request, if it is not positive, can be interpreted as a certain signal".

"Without a doubt, the big neighbour in the east will now wait for the response of NATO's main countries to the letter," said Vilpišauskas with reference to Russia.

The intention to ask NATO to station a brigade in each of the three Baltic states was first revealed to Britain's The Times by Estonia's Chief of Defence Riho Terras. The information was later confirmed by Lithuanian and Latvian armies.

NATO forces just need 48 hours but still United States Airforce is based in most of the Eastern Europe.

Before Ground troops , armed drones will be used in case of any war. Ground troops will mainly be Anti Tank divisions in case of ground invasion.
