This is an unreliable news article and sounds more of a cover-up of some sort, for the following reasons.
1. Type of blades are not mentioned mentioned, if it the Compressor blades or Turbine Blades.
2. The resale for a fabricated/machined Ti alloy blade or a single crystal casted Ni-V alloy is something i cannot fathom.
3. IMHO these blades may have been manufactures for used only on AL31FP engines with strict compliance to technologies.
4. Compressor blades or turbine blades are engine specific, i.e. fitted on the engine after balancing.
So after considering all these, I am in the opinion that the story must be a cover up of some sort. The truth may be something else.

No, Its not that simple. Otherwise, most of the blades for defect investigation goes to NAL, bangalore AFAIK, then NAL should be approach by all R&D centers of HAL for blade technology and they should have become master in the technology for blade fabrication both compressors and turbine for most of the operational engines.

Pakistan does not need 198 Sukhoi engine blades ! Only 1 or 2 will suffice for study. The guy stole probably because he could steal without impunity due to lax security he would have probably sold them to junk metal shops for few thousand rupees.

Even if ISI take 1/2 blades than also Pakistani industry is far away from making something even comparable to this. Engine technology is very complex, needs huge industrial base.

five years back it was my favorite due to its great debates n columns. But since last two three years they have been manipulating the facts and presenting them in bad ways which can hurt indian national interest.
