I think it was just the display and the actual gadgets are not yet ready. If the gadgets are ready, then it would be a foolish decision not to start the production because we also have world war II era industries especially OFBs and also the number in which we require is too much. Just look at INSAS, it was ready in 1998 and till now we haven't supplied all our infantrymen with this rifle.
The funny thing with DRDO is that, the demand of INSAS was placed in 1980 and it was ready in 1998. It took them 18 years to build that ugly gun and by the time it was inducted, army said we want something new.
I don't know what govt. and DRDO thinks but a good weapon, BP jacket and Helmet for our armed forces is really important because they are the one who are putting their life on the line to protect our borders.
i have seen a serving gorkha rifles officer and a retired officer from short service both not holding the INSAS credilble enough in battle ,they loved the AK far more.
IA always need newer weapons, its normal procedure. In future they will replace INSAS.

Everybody knows it take time to produce 1 million pieces but i was talking about 18 years which OFB or DRDO took to develop a rifle.
