It is not lying. It is delusional.
I've found this trace in South Vietnamese people as well. As descendants of people who were influenced by Indian culture, they are delusional too, although such nature has been improved by mixing with North Vietnamese and Chinese.
However, until now, you can still see a lot of American Vietnamese (read: South Vietnamese mostly) on this forum bragging about a Saigon "Pearl of the Far East" destroying by North Vietnamese communists, as if Saigon was something like a highly-developed city before 1975.
In fact (which can be easily verified on various video clips on youtube), Saigon was a dirty, primitive city, with around 5 - 10 square km of relatively clean, high-rise buildings, while the rest was full of slums and squalors, whatever these words means, and beggars. All other so-called cities in the South (Da Nang, Nha Trang, Vung Tau etc.) were far less developed than similar-level cities of the North (Hai Phong, Nam Dinh, Viet Tri, Thai Nguyen).
But I would bet that in next 10 - 20 years, such South Vietnamese will keep claiming about a "Pearl of the Far East" Saigon to relieve their hatred to Northern people, although all the statistics, pictures and video says otherwise.
