The big gas business consumers had taken stay orders against surcharge imposed by Zardari government. There was no hope of getting the amount from the businesses. As the Iran Pakistan gas pipeline project had been canceled, the GIDC applicable for the development of that project was also annulled. This was ruled by Supreme Court government in Nawaz time. Nawaz govt did file appeal but only as a formality.
Since it was under court and businesses had takne stay order, there was no chance govt would have ever recovered that money. The CNG sector never collected that GIDC from consumers as it had taken stay order from court at the beginning. The fertilizer sector did collect that tax which was repatriated to the government. But after that, it stopped collecting as it too had taken stay order from the court.
The value in rupees being circulated is the amount that would have been collected had GIDC was collected. So the government keeps whatever it got from the businesses - that amount was Rs. 20 billion. The government does not refund anything but will not get the money it could have. Since it was under litigation and that money was never collected, there was no chance money could have come.
The government objective is to make environment business friendly. If its not, no investment will come and no jobs will be created.
