If it is limited to a specific areas then one should highlight that.. What is the harm in that?... You don't have Khaps in Maharashtra or TN or any other states in India... This specific problem is centered in Haryana and rajasthan (and a different avtar of similar problem exists in parts of Bihar and UP as well)... But, It has nothing to do with the faith and, I will still state that it is more because of societal factors than religeous ones...
BTW, these two states also have the distinction of having the worst records in killing female foeticide... I don't think anyone can say no to the problem there... It is a massive massive problem and still there is no sure shot solution in sight...
However, your idea of Honor Killing ordered by Khap panchayats in New Delhi is misplaced... some areas of Delhi state (not New Delhi ) border with Haryana and Rajasthan and these villages are no different from those across the state border... But, we don't have Khap Panchayats in Delhi for sure...
The honor killings because a daughter/son eloped with a person of another cast is another issue and I am sure you will see an angry father taking out a gun anywhere in the world on such cases... And, that is not an excuse! ... But, that is not a systemic problem like the one of Khap Panchayats and the issue that is being addressed or referred to here is about Khap and not family respect killings!
