People in Hong Kong are just so eager to get rid of the one-country-two-system setup. They are either longing for one-country-one-system or two countries. The latter is just a pipe dream so they must be pursuing for the former. Of course, in reality, that is not true, either. So, the more likely scenario is that those who pursue independence stir up enough fear among the stupid majority. But, those who pursue independence don't really pursue this goal, either. Their true goal is to disrupt the very social fabric of Hong Kong in the hope to cause damage to China. I think this is a very achievable goal since people in Hong Kong are very stupid like people everywhere else.
