China is a confucian country same as all East Asian countries under Chinese cultural influence, we do have all religions, Buddism, Islam, Christianity, Taoism but China was never a fully religious nation.

That doesn't mean Azhar collaborates or collaborated with the Taliban. Secondly, is the requirement retroactive, as in even if links between Azhar and the Taliban existed at that point in time, they predated the UNSC sanctions regime?
