One persistent complaint is that Ghani has hamstrung government agencies and ministers by taking centralized oversight to absurd extremes. Officials told stories of the president reviewing costs for meat and rice at a girls school and personally interviewing hundreds of candidates for low-level administrative posts.
“He is interfering with appointments at low levels, and he humiliates people who object to his decisions,” said one ministry official, speaking on the condition of anonymity because he is not authorized to speak publicly. “He appoints ministers but he doesn’t give them authority to do their jobs. He is trying to stop corruption selectively. This is not the right way to bring reform.”

...

The other accusation is that Ghani has surrounded himself with advisers from his Pashtun ethnic group and clan, while shutting out those from other backgrounds. Both of his vice presidents are from ethnic minorities, but several of his closest confidants, such as the national security adviser, Hanif Atmar, are fellow Ghilzai Pashtuns. He has also alienated influential Durrani Pashtuns, whose tribe ruled the country for centuries.

Loads of BS, you need a micromanager at this moment in time to bring things under control thanks to Karzai's decade long presidency that brought corruption to every walk of life.

The government bureaucracy is slowly being replaced from the old guard to the new, change is happening and its hurting to the old card who are bound to complain.

And here is the statement that you left out which backs up what I summarized.

They are resented by officials whose authority he has stripped away and ex-militia leaders who expected the old patronage system to keep making them rich.

That's for the Afghans to decide. Why can't a country's President take decisions on low level administrative posts.

Thanks to these reforms and aggressive grassroot work which is changing completely the outlook, here is a nice article from AAN a neutral but often critical research organization who have commended Ashraf Ghani and his style of governance for a robust growth in government collected revenue.

The Afghan government has continued to increase the amount it collects in revenue – by 22 per cent last year and 33 per cent in the first six months of this year. This revenue growth well exceeded expectations and projections

Change at times when a war is imposed on us is a challenging thing to do but Ashraf Ghani should be commended for the work he has done so far.

At the time of crisis that's what you need from your leaders. I sincerely wish the best for you guys. May there be peace and prosperity in our region.

According to a survey 80 % of the afghans are not satisfied with the government. Why is that then?

Ghani seems like a decent guy, but he is surrounded by power hungry individuals (Abdullah *cough cough Abduallah), and has has inherited a corrupt system. If he can drag Afghanistan out of its current mess then he will probably be their best leader ever.

You are right about that. You cannot expect change from one person. You need the state machinery, bureaucracy and the whole society to be united for a country to move forward. That will never be the case for Afghanistan. Too many rivalries and backstabbing.

the root of afghan problem started since afghans can not solve their issues peacefully in home and invited soviet union forces . only thing afghans need to learn is how to live civilized in 2016 .

Im afraid you are right. He will have to decentralize power to remain popular but that ensures the country remains backward. The communists tried to modernize the nation and the reaction was violent to say the least. Still from an Afghan pov, Ghani is 100 times better than that crook Karzai.

Cannot disagree with that. Ghani versus Karzai is a no-brainer.

It's impossible to satisfy the Afghan breed. They are always complaining and always fighting.

You are asking too much from Afghans.

I try not in include stuff that is "to-be-expected"

The revenue collection has come from increased taxes which has caused many hardships for businesses -- not from growth.

Actually its about putting in places policies, procedures to better collect taxes, and those taxes not going to someone's pocket but to the government's.
