it's all preemptive strike. None of the political parties wants this bill to go thru. Field work has already started to fail this legislation!! when it comes to the kind of law which stifles their freedom for corruption, all politicians will come together & make sure that this is never enacted. They are all the same..
we all know what happened in office of profit case when all politicians came together within no time, irrespective of their political affiliation to pass this bill, 'cause it was effecting them personally!!
