ISLAMABAD: The Islamabad Capital Territory (ICT) administration on Friday enforced its writ by not allowing Maulana Abdul Aziz to hold a gathering at the Lal Masjid.

A heavy law enforcement presence was visible around Municipal Road in Sector G-6 – where the mosque is located – since 10am. All roads leading towards Lal Masjid from Melody Market, Aabpara and Shaheed-i-Millat Road were cordoned off and no one, not even pedestrians, were allowed to proceed towards the mosque.

As a result, the Friday congregation at Lal Masjid was very thinly attended – mostly by media persons and employees of the National Accountability Bureau, located across the road.

Maulana Aziz had given the call for a conference against blasphemy on social media to be held at Lal Masjid on Friday, but negotiations between his followers and the ICT administration broke down late on Thursday night.

Though no written reply was given, the ICT administration turned down the application for the event and verbally conveyed this to the Lal Masjid administration.

“Permission could not be granted to hold a conference at Lal Masjid because Maulana Abdul Aziz is a ‘proscribed person’ and [the mosque] is government property – only the government has the right to decide [what] activities [are held] there,” an official told Dawn.

Meanwhile, Lal Masjid announced that the conference would be held with the help of the faithful, who were extolled to gather at Lal Masjid “at any cost”.

An ICT official told reporters that law enforcement personnel would be deployed around the Lal Masjid to prevent the arrival of outsiders, especially students from other seminaries of the twin cities.

Around 600 personnel, including members of the anti-terrorist squad and anti-riot police, commandoes and women police were deployed at various points, while traffic police helped divert traffic from blocked roads in G-6 and G-7 sectors.

A senior officer of the ICT administration told Dawn they had anticipated that Maulana Abdul Aziz would try to use the Friday prayers to attract a crowd, who would be touted as participants of the conference.

“Therefore, a decision was taken at a high level that no one should be allowed to proceed towards Lal Masjid for Friday prayers,” he said.

While the situation there remained under control, tensions simmered at another state-run mosque down the road – the Masjid-i-Rehmania in Aabpara – where a large number of seminary students and clerics gathered ahead of Friday prayers.

Delivering the Friday sermon, mosque khateeb Qari Abdul Rehman Muawia made a fiery speech against the government and announced on the loudspeaker that no power could stop them from holding a gathering to condemn blasphemers.

However, when Islamabad Deputy Commissioner retired Capt Mushtaq Ahmed arrived at the mosque compound in his official vehicle, the cleric changed his tone, announcing” “Maulana [Abdul Aziz] has said that we will attend Friday prayers and go back”.

Following this announcement, several people were seen heading back towards the Aabpara bus stand without attending the Friday congregation.

Around the same time – just before Friday prayers – Maulana Abdul Aziz was holding forth at the Jamia Hafsa in Sector G-7, which is also his residence. The cleric held a chaotic presser amid high pitched sloganeering by his followers, deploring the unIslamic state of affairs in the country.

He criticised parliamentarians and government functionaries, denouncing even religious leaders who shared benches with women members in the National and provincial assemblies.

He announced that they would hold the conference against blasphemy “next Friday or the one after that” after permission is granted by authorities.

A sizable law enforcement presence also remained alert outside Jamia Hafsa, sealing all roads around the building. A large number of women police officers in riot gear were seen patrolling the narrow lanes, ostensibly to prevent students from the women’s seminary from taking to the streets.

Once both mosques were clear after Friday prayers, all road blocks and police presence was withdrawn after 2pm.

It's their right to hold public conferences. Let them hold their conference in peace and exercise their right. They want to speak against social media blasphemy? By all means, go ahead.

Idiots trying to 'stop extremism' don't understand that by choking these guys, you make them resent the state even more. Let their energies out via loud speakers....and soon it will just normalize and they won't explode out against the state in desperation...and with time, their movement will go bust.

This is security studies 101. Our ex-military instructors here in U.S would routinely tell us about security benefits of 'freedom of speech' and how it takes away the momentum of many deeply controversial movements over time.

But alas, Pakistanis can't understand common sensical approach to wider national security.

Now I'll see dumb wanna be liberal/seculars jumping up and down for their "victory"....while infact they only gave more energy and momentum to these people...

No, I am not.

Blasphemy is illegal under law and should be punished according to the constitution of Islamic Republic of Pakistan.

Freedom of speech is allowed within the confinements of our Islamic Republic's constitution.

PS, my argument was not for freedom of speech. My argument was more related to national security, but I get it. You are not educated enough on the matter and do not possess the nuance required to comprehend the issue at hand here.

Let others give it a try.

Sir jee abdul aziz has no right to do anything, he's a traitor and a stooge of india, the govt n courts are taking care of the issue so no need for any psycho cleric enticing people to voilence, pakistan is past the choas era, the writt of the state must be visible in all elements of pakistani life..

Blasphemy and blasphemy laws ............. a big debate and a matter of never ending confusion in Pakistani society. Sometimes I wonder what's so hard in arriving at a conclusion, may be because both orthodox and so called liberals have arguments full of flaws, hate and without any rational thoughts (this is purely my understanding of how we react to this issue).

Orthodox people need to understand that no law that is unjust or leads to false accusation and persecution of innocent people has any place in an Islamic society. A true follower of Quran can never support injustice. And we have seen in multiple cases that people were wrongly charged under blasphemy laws of Pakistan for personal vendetta only with malicious intents. This means that there is something wrong with the laws, it’s just a manmade law and can be changed and amended within boundaries of Quran's unchangeable rules and guidance. So for goodness sake stop being emotional and start thinking rationally. The biggest blasphemy is not to thrive for an interest free economy or a society that is clean of corruption, so let’s cool down none of us are perfect to claim the love that we claim.

So called liberals ............... well they are a class of their own, the way they start is "Hell with these black laws" and obviously this entices the orthodox emotional party. However, their (liberals) best argument ever is Messenger of ALLAH Muhammad (Peace be upon him) never persecuted anyone for insults so why should we do this. While saying this they forget the circumstances, time and mission of Muhammad (Peace be upon him) ................ a messenger never would do a contradictory or self-satisfying deed, he is far above moral standards of us normal humans, he has far greater vision, mission and goal to achieve, he is there to guide every human and not to discriminate. But once a proper Islamic state has been established and majority are Muslims then nothing stops the governor / government to formulate such laws, such laws should be there ............. the only condition I believe is those laws should be just, implemented properly and shouldn't straight away chant death to the offender ……… Everyone deserves to understand why he was wrong (except for murder) and to correct his mistake.
