Hasina Bibi and her minister group are busy talking about Mars mission, Jet planes, airports in almost every Mahalla, bullet trains and thousand others that have news value. These politicians are averse to building or re-building new residential hostels/halls for the students coming from places other than Dhaka.
However, another thought. I have seen the institutions for higher education in Japan do not have that many hostels. Students usually rent small apartments (1 room plus kitchen, shower & toilet) nearby. I think this is same in other developed countries. Many of the nearby landlords build such facilities. BD can also move in that direction as the economic condition is now getting better.
