The second phase of China-Pakistan Free Trade Agreement will be signed in Beijing, during the forthcoming visit of Prime Minister Imran Khan to China this month.

This was stated by Advisor to Prime Minister on Commerce and Investment, Abdul Razak Dawood while talking to China Economic Net at the Second International Textile Exhibition in Lahore.

He said the best exporters from Pakistan will go with the Prime Minister to Beijing to connect with Chinese business people, inviting them to relocate to Pakistan.

BEIJING - December 02, 2019.. The second phase of China-Pakistan Free Trade Agreement (CPFTA) has come into the effect from Sunday, allowing the Pakistani manufacturers and traders to export around 313 new products on zero duty to the Chinese market.

The two countries have completed all the legal procedures and formalities to start the implementation of the agreement from today,” well-informed sources confirmed here on Sunday.

Both Pakistan and China signed a protocol for the implementation of the agreement during the last visit of Prime Minister Imran Khan to China, under which, Pakistan has got the export concession on 313 new items.

Pakistan is already enjoying zero duty on export of 724 products to China under the first FTA signed between the two countries in 2006. After the implementation of the second FTA, Pakistan has been allowed to export a total of 1047 products to China on zero duty. The new facility will particularly benefit the textile sector to enhance its export to China as textile exports to China will virtually be duty-free.

There are a number of other items particularly leather and agriculture products as well as confectionery and biscuits etc which Pakistani manufacturers can export to China.

While commenting on the positive impacts of implementation of the second phase of the trade agreement, the sources informed that after the implementation, Pakistan can now increase its export around $1 billion in the short term while the export of these items are likely to touch $4-5 billion in the medium term after setting up a new industry in the special economic zones being constructed in Pakistan under China-Pakistan Economic Corridor (CPEC) flagship project. After this agreement, Pakistan can enhance its exports to China up to $10 billion in the next few years as the volume of the Chinese import market is around $64 billion.

The per capita income in China is around $10,000 while buying capacity of the people is increasing gradually. China has organized import expos as it wants to import quality products from different countries including Pakistan. If our traders actively participate in different trade fairs in China to market their goods, they can get import orders with good price.

Regarding further benefits, sources said, now not only Pakistani manufacturers can enhance exports of different goods to China but the Chinese manufacturers who are interested to shift industry to Pakistan owing to cheaper labour and other resources, can export goods to China and other countries in the world.

Pakistan has already signed FTA with Sri Lanka, Malaysia and Preferential Trade Agreement (PTA) with Indonesia under its trade liberalization policy to enhance its exports.

There are active discussions to sign FTA with South Korea in a bid to provide more and more access to Pakistani manufacturers to the new markets. China has already become the second-largest export destination of Pakistani traders after the US.

The present government has resolved export rebate issue and started the disbursement to traders for which the finance ministry is allocating funds while it is giving subsidy to exporters on electricity and gas.

The State Bank of Pakistan has also increased funds limits for the traders and manufacturers under export refinance scheme which will help increase the exports.

Regarding the impact of cooperation in the agriculture sector between the two countries, sources said that China has imposed a strict quality control system on food-related items.

Chinese experts inspect and qualify the manufacturing facility before allowing imports. China also imposed quota and Pakistani traders can benefit from it if they achieve all the standards.

A quota of 350k tons yarn, 300k tons sugar and 200 tons rice respectively was given by China under $1 billion zero percent import tariff facility and exporters are actively availing this opportunity.

“We want to complete the quarantine procedures of wheat and tobacco to be able to export these products to China.”

Currently, cotton yarn, copper, rice, chromites nephrite, seafood, and ethylene alcohol are main products being exported to China.

KARACHI: Under the China-Pakistan Free Trade Agreement (CPFTA) Phase-II, China has eliminated tariffs on 313 tariff lines of Pakistan’s export interest, giving the South Asian nation a treatment on a par with Asean grouping, said Trade Development Authority of Pakistan (TDAP) Chief Executive Arif Ahmed Khan.

Speaking to the business community at a seminar on Friday, he said the tariff lines included textile and garments, seafood, meat and other animal products, prepared food, leather, chemicals, plastic, oilseeds and engineering goods including tractors, auto parts, home appliances and machinery.

“The second phase of the CPFTA will help Pakistan in enhancing exports to China in the coming years,” he said.

Pakistan to export more goods to China

Speaking on the occasion, Federation of Pakistan Chambers of Commerce and Industry (FPCCI) vice president highlighted the role of the FPCCI in finalising the CPFTA Phase-II.

He was of the view that a lot more work needed to be done in collaboration with government institutions, in addition to the Commerce Division, to reap benefits of the CPFTA Phase-II.

Consulate General of China Economic and Commercial Counsellor Guo Chunshui briefed the audience about the trade profile between the two countries and efforts involved in finalising the CPFTA.

Work on CPEC’s second phase underway in full swing: Asim Saleem Bajwa

Chairman China-Pakistan Economic Corridor (CPEC) Authority, Lieutenant General (retired) Asim Saleem Bajwa has said on Monday that work on the second phase of the CPEC has begun
Addressing in Energy Seminar, Asim Saleem Bajwa said coronavirus has not halted progress on the CPEC . “Development work is underway at full space.”
He said with the completion of Karachi-Peshawar motorway, the travel distance between both the provincial capital cities will be shrunk upto 50%
Soon the development will be witnessed at the western route of the CPEC. Lt. Gen retired Asim Saleem Bajwa said matters related to exploration and transportation of coal from Thar have been finalised sooner cheaper electricity will be generated.
It said at least 32 projects have yielded early harvests, playing an important role in promoting Pakistan’s economic and social development and improving people’s well-being, Radio Pakistan reported

This news deserves its own thread. This project will benefit people of Pakistan for decades to come, I will give this project the same importance as dams. The potential is enormous if successfully completed.
 
CPEC Phase-II to provide more investment opportunities for foreign investors

Chairman China-Pakistan Economic Corridor (CPEC) Authority Lt General (retd) Asim Saleem Bajwa has said Phase-II of the mega project will provide even more investment opportunities for foreign investors.

Addressing an agreement signing ceremony between CPEC Authority and Chines companies in Taxila on Thursday, he said the second phase of CPEC will help revamp the basic infrastructure of the country.

“The agreement will boost foreign investment in the mega project leading to prosperity in the region,” he said, adding that under phase-II, new Railway tracks will be constructed and existing tracks will be extended, which will further improve performance of Pakistan Railways.

Speaking about the current projects, the SAPM said all projects under Phase-I were being completed on a fast track basis. “Eight energy projects have been completed while nine projects are under completion,” he said. “Projects worth Rs12.5billion have been completed under Phase-I of CPEC, while those costing around Rs14 billion are underway.”

He added that CPEC has now become a reality. “Through this, we are going to reduce the burden of loans and we are going for business to business cooperation and are looking at direct foreign investment. We are looking at individual entrepreneurs and investments, who will partner with Pakistani companies,” the SAPM added.

He added in the coming days, cooperation between companies will increase and that the public will get to see a lot of activity under the banner of CPEC.
