21 or 31 Gun Salute on National Days in Pakistan

Can anyone explain as to the exact logic behind giving 21 or 31 GUN SALUTE by the Army on our National/ Independence Day? What is the reason behind the number 21 (for normal cities) and 31 (for nations Capital)? And why does it have to be given at the break of dawn? Why not any other time of the day?

Dawn ushers a beginning of a new era, saw the 31 and 21 part somewhere and my father explained it to me as well, forgot it, !

My point is that why do we have to follow 'western' traditions in Gun Salute? Why cannot we have our own 'history' based Gun Salute?

For example we can have a 14 Gun Salute on Independence Day, a 9 Gun Salute on Defense Days and a 23 Gun Salute on Pakistan Day.
 
^^ because the non-material as well as the material culture of the Military is inherited from the Royal Military of Great Britain ! unless we get a truly Patriotic and visionary leadership like of those in America once, things will be done on ad hoc basis...
