The growth in sciences among recent immigrants is due to the fact that the native population in the United States is generally unintelligent on a fundamental, genetic level. China importing stupid people is not going to advance Chinese science. Nor will importing lazy people improve Chinese productivity. China has many friends and partners that are full of smart, hardworking people ... but stealing those people is also bad for these countries. The net benefit will be zero, aside from a diplomatic gain.

That's the status quo. PR is only issued to sophisticated scientists, technicians and investors. Generally, very high standard. I have a case in my school, a professor has to publish at least one paper in Nature/Science/Cell, he has been waiting for 5 years.

I think issuing a green card to real talents is OK, just no citizenship.

We have alot to learn from the developed countries in managing immigrants. Witness the skill:

the most desperate and poor immigrants are put to work in slave labor on farms and textile factories.
poor immigrants eek out a bleak living in the urban ghettoes
middle skill immigrants own small businesses or are low level corporate employees
upper skill level immigrants are professionals
elite immigrants are CEOs, professors and hedge fund managers (0.0000001% of immigrants)

Yes, reading newspaper in the cosy compartment, having food served by the servants, whilst hundreds of "Indians"(if they call them) die of train accidents every year, and at the same time, they laugh about our 2011 train accidents.

Hello, it's 2015. We learn from our own train accidents and grow stronger because of their taunt. Upgrading signal system, building flyover instead of railway crossings, 20 years no changes on norml train ticket fares since 1995, 5% cheaper compared to HSR ticket prices in 2008, improve services of railway stuff, new train stations, special trains for immigrant workers during spring festival and the list is going on and on.
