ISLAMABAD - Alleging that the government is creating hurdles in Public Accounts Committee (PAC) work, Leader of Opposition in the National Assembly Chaudhry Nisar Ali Khan has said that 22,000 audit paras are still awaiting implementation by the government.
"When PAC sets to take up the audit of the incumbent government, they started creating impediments in its working," Nisar said while addressing a seminar on accountability and performance of PAC, organised by Transparency International Pakistan (TIP) to honour the PAC members for their achievements here at a local hotel.
Nisar said though the government was taking credit of the excellent work done by the PAC, yet it was the matter of fact that thousands of audit paras were awaiting government action. Refuting the statement of Prime Minister that government had given its reins in the hands of Leader of Opposition by appointing him, Chairman PAC Ch Nisar Ali Khan said being the Chairman PAC he never politicised this forum or scandalised any issue that would have brought embarrassment to the government. "President and Prime Minster are also aware of the fact that I went out of way to defuse the situation in certain cases," Nisar claimed. He said he did not have any intention to turn the PAC into a battlefield, but they would not allow the govt to treat PAC like it had done with the judgments of the Supreme Court.
He said no institution of the country was above law, not even the military, adding that the military was one of the departments of the Defence Ministry like several others. He said every department, which was getting even a single penny from the masses money, would be held accountable.
Appreciating TIP's role in pointing out corruption and supporting the PAC, Nisar said he wanted to institutionalise TI with the PAC, as so far they treated it as unofficial member of the PAC. He said in the last three years, PAC had set certain benchmarks and new trends.
Chairman TIP Sohail Mozaffar pointed out that 100 billion dollar of Pakistanis are lying in the Swiss Accounts and said that Pakistan could get back $20 billion if it adopts the procedure of UK, USA and Germany to sign agreement with Swiss government for slapping the tax on it and deposit it with the country to whom it belongs.
PAC member and Federal Minister Riaz Hussain Peerzada said that this national wants corruption free society and felt that whatever corruption has been committed was basically done in the foreign aids and grants. He suggested that PAC should be converted into Public Accounts and Accountability Committee by giving the Chairman National Accountability Bureau (NAB) under its control to put all the controversies to rest. PAC Member and MNA Noorul Haq Qadri commended the working of PAC especially its action to recover the public money from armed forces
