Agreed....in technology, US definitely hasn't any peer of its level but does this superiority in technology makes USAF great? Its a question which only a conflict wd its immediate competitor can answer...USAF have no peer in the world in a long span.
Iraq had one of the largest, and a well-equipped Air Force on many counts, back in 1991. However, USAF utterly dominated it in actual war.

IQAF had operational fleets of French Mirage F1 and Russian MiG-29 back in 1991. These two aircraft were legends of the time in the same vein as French Rafale and Chinese J-20 are viewed today. Other aircraft such as SU-25, MiG-25 and MiG-23 weren't bad either. Ignore USAF for the moment, and compare IQAF (1991) with the Air Force of any other country at the time including Soviet and Chinese, and you will realize that IQAF was well-equipped on many counts at the time.

Every country or AF prepares itself keeping in mind the capabilities of its competitor or enemy so if u r saying Iraq was well equipped then it may b prepared in accordance wd its immediate enemy like Iran but wasn't against US so a illogical comparison.
If USAF fights wd Russian AF or China's then v will see which is best one.

China gives the impression of being a military juggernaut today, but compare its armed forces to Iraqi armed forces as in 1991; do not fall for mere labels. I have studied Chinese accounts of the Persian Gulf War (1991), and to assert that they were spooked by its outcome, is understating it. Soviet analysts were also at a loss of words.

V can agree on this that IQAF was far much better than its counterparts in middle East but as u say n article u mentioned states that it was prepared keeping in mind the Israel n iran so it wasn't technological superior against coalition forces. IQAF as in 1991 can be compared to PLAAF as in 1991 in simple terms:
"By 1990, the technical sophistication of the PLA had deteriorated to the degree that Iraqi forces enjoyed a considerable advantage over their Chinese counterparts. The Iraqi Air Force included MiG-23s, MiG-25s and MiG-29s, while the PLAAF relied on Chinese-produced copycats of the MiG-21, as well as older aircraft such as the MiG-19. Similarly, the Iraqi air defense system, which had failed to incur major damage on waves of attacking American aircraft, was at least as sophisticated as the systems China was capable of employing."

PLAAF, as in 2018, is definitely among the largest and most capable Air Force in existence. However, how it would fare against USAF in a confrontation, remains to be seen, and open to debate.
